He said that the location of a new $65 million plant in Western Pennsylvania has been jeopardized by the possibility that the Shapp administration will follow the Bunting recommendation. The Banting report proposed to help business generally by reducing the state corporate net income tax from 12 per cent, the highest in the nation, to 9 per cent This would take $132 million off the tax rolls, for which the sales tax on manufacturing machinery would compensate in Balles called the sales- tax exemption "of vital and unique importance" in encouraging manufacturers to locate and grow in Pennsylvania. Removal of the exemption, he said, would "represent a devastating additional barrier to Pennsylvania's industrial growth potential" $833 Million The Bunting report found need for $833 million in new revenue' to operate the state from Jan. 1, 1971, to the end of the 1971-72 fiscal year on July 1, 1972. Earlier, the Shan had commuted the sentence from death to life imprisonment. After serving six years in prison, 31-year-old engineer Ahmed Mansouri Tehrani was released as a result of the pardon and sent home, Iranian officials said. Mansouri had been convicted of taking part in an abortive assassination attempt by him and six others, including a royal guard soldier. In all, seven Fifth Precinct officers were subpeonaed, and 23 detectives were summoned. By comparison, witness fees collection from the Hoss case came to about $550.
