The association board voted the special election fund during a four-day meeting last week at the Disneyland Hotel in Anaheim, according to Joseph B.

Carnahan of Northridge, association president. The money will I used, he said, to make advance commitments for advertising, television time, billboards, and to develop literature. The so-called Watson initiative will be on the November ballot. It would limit local property taxes to approximately $7 for each $100 assessed valuation. Counties, cities and schools would each get $2, tercounty districts would get 50 cents and special districts irrigation, mosquito abatement, etc.

50 cents. The legislature would have to provide $825 per pupil for education in the schools. There is provision for retiring bonded debt and floating new school bonds with approval of the voters. No welfare could lie supported by property taxes. To replace revenue lost in the shift, sales tax would go up from 5 per cent to 7 per cent.

Corporate income taxes would go from 7.6 per cent to 11 per cent, with no increase in personal income tax. Banks and insurance companies would pay same taxes as other corporations. Cigarette taxes would go up one half cent to one cent per cigarette, and liquor taxes would go up 50 cents per gallon. There is an oil and mineral severance lax. Carnahan said association members in 172 local boards of Realtors throughout the state will he active in the tax limita tion initiative campaign, working with the California Farm Bureau Federation, California Apartment House Owners Association, Cattlemen's Association and other supporters.

At a budget hearing Wednesday night, the hoard added about $23,000 to cover additional legal fees, professional services, utilities, repairs for the sludge dewatering facilities and smoke bomb testing. The board will hold another budget hearing and, possibly, approve the preliminary budget at its meeting July 18. On Monday night, the board also passed an ordinance which increases the sewer connection fees by 50 per cent. The new connection fees which are levied on a sliding scale according to the number of fixtures in each unit could I applied to about 450 potential permits, according to board member Jules man. And, in fact, true. The only thing is, however, that it is not the first time this has happened. But it does make a swell case for relatively new top management team.

And that new team is doing and planning things in a big way to drive home the idea that this time ABC-TV is for real, and that its executives are not just using it for a stepping stone to other positions such as production jobs in Holly wood. Lest anyone be overwhelmed by the ABC-TV publicity ebuillience, it might, be well to remember that, the network had some pretty hot ratings streaks before in the years of Sunset and It also aimed for, and achieved, quality iri the past in such series as Stage the Jacques Cousteau underwater specials (still running) and a multi part production about the life of Winston Churchill, in documentary form. And, for many months, ABC-TV was the only commercial network to have a weekly series on the Vietnam War. So there have been many things in the past for ABC-TV to boast of. But no denying a feeling of solidity is currently emerging that wasn't too noticeable before.

And the plans for the coming season indicate it is going full steam ahead to build its image: For example, in the works is a production of Eugene monumental autobiographical drama, Journey into which will star Laurence Olivier and a nee Cummings. In addition, says ABC-TV, Franklin and Eleanor Roosevelt will I the subject of a brief series of that would constitute six to eight hours of programming. The productions will be based on the bestselling book and by Joseph Lash. The book is based on the private papers of the former first lady, and, as ABC-TV notes, tells of her relationship with the World War II president during 45 years of marriage. Other material for the series will be drawn from The Years a new Lash biography that will be published this summer.

And David Susskind will produce the programs for talent Associates- Norton Simon Industries, with Franklin Roosevelt Jr. as a consultant. Besides these projects, ABC- TV has signed Jack Paar to do specials, and the network will introduce periodic after-school programs for children, something neither of its big competitors is doing. ABC-TV is also giving veteran newsman Harry Reasoner a weekly. Saturday night, dinnertime, 30- minute program of his own.

Judge Curtis Meanor of Superior Court found Bridge in contempt for refusing to answer five grand jury questions concerning the Newark Housing Authority (MIA).

Bridge was ordered to jail for the duration of grand jury term, which runs until Sept. 15, or until he agrees to answer the questions. A June 29 decision by the U.S. Supreme Court in the case of Branzburg vs. Hayes, Meanor said, removed any constitutional questions in Bridge's case.

Bridge was subpoenaed to testify about a story he wrote in May for the Evening News of Newark in which Housing Authority Commissioner Pearl Beatty claimed she was offered a $10,000 bribe by an unknown man to influence her vote for NHA executive director. The newsman answered some questions, but refused to answer others, claiming a privilege to remain silent in order to protect confidential sources. The unanswered questions included whether Miss Beatty had described the alleged bribe offer to Bridge, whether Bridge was told about specific acts of harassment to other commissioners.

and whether the commissioner told him who the unidentified man wanted her to help elect as executive director. Superior Court Judge James R. Giuiiano ruled that Bridge had waived his rights to remain silent by making it dear in his story that his source was Commissioner Beatty. The ruling was upheld by an appeals court. Giuiiano then ordered Bridge to appear before Meanor for a contempt hearing.
