Marin enforcement inspector for air pollution control, inspects an incin- a at San Rafael High School that meets stringent new burning regulations. The incinerator burns natural gas together with smoke from burning trash, reburning the smoke at 800 to 1.600 degrees to destroy all smog-producing chemicals.

Sam Chapman. Marin's enforcement inspector for the Bay Area Air Pollution Control District, thought he was in for a large headache when the district's ban against private trash burning went into effect Jan. 1.

He even worked New Year's Day to prepare for what he i thought would be a deluge of complaints and citations. It's amazing; I haven't written a citation haven't even seen a violation." he said, shaking his head. never expected this kind of cooperation" Chapman admits he received a complaints during the first few days of 1970, mainly because a few persons were unaware of the law or All promised to com-! ply with the regulations in the future. Chapman attributes the full- scale compliance to a new concern on the part of citizens about air pollution and their environment. think people are finally becoming worried about pollution and what it will mean in the future if nothing is done about the problem Chapman said.

The inspector, a former professional baseball player with the Philadelphia Athletics i 1938-51) and the Oakland Oaks (1951-54). has been Mari n's inspector for industrial pollution for the past five years. Although he is the only one in the county, there are 24 inspectors scattered throughout the Bay Area who can be called in to assist! him if the need arises. In addition, local fire depart -1 ments help Chapman by writing out violations for illegal burning (most cities forbid trash fires without a permit and no more permits are being issued) and, referring violators and any complaints of illegal foes him. Chapman in his district car is becoming a famil- i iar sight around the county and.

I not surprisingly, since he esti-1 mates he drives 150 miles a day, doing some checks and other reinspections, mostly on firms which have been a source of pollution in the past. In addition to checking on fires which may contaminate the air. the inspector is on the lookout for businesses, such as service stations and dry cleaners, which release gases into the atmosphere. Companies which generate odors, dust and sewage are also a part of nis check list. Chapman said the number of complaints, especially against industrial plants, depend on the weather.

For him a is one that is wet and rainy smog blows away and no notices or He refers to calm, sunny days as at least for pol-1 lution. Persons who are considering waiting until the wee hours of the morning to burn their trash i or who hope to away a small trash fire should beware, according to Chapman, who said the new' rules make illegal burning a misdemeanor. Violators can be sentenced to six months in jail or fined $500 or both, he said, adding the district plans to prosecute stubborn offenders. mean he said. Chapman is hopeful all the cities in the county will take decisive steps to solve the problem of excess refuse before summer comes to leafy, green-lawncd Marin.
