OKLAHOMA CITY Sounding a call for austerity and excellence David Walters was inaugurated Monday as the 24th governor of Oklaho ma The 39 year old Walters took the oath of office and be came governor at 11:53 am He stressed education eco nomic development correc tions and law and order prom ising improvements in all those areas At the same time AST TAKE David Walters became Oklahoma's 24th gover
