Kills Himself Runaway 2 Others Die After Chase Crash BY CINDY GONZALEZ WORLD HERALD STA WRITER An Indiana runaway died Monday of injuries he suffered in a two vehicle accident that occurred while he was being chased Sunday by a Nebraska State Patrol trooper He was the third victim of the crash near Wood River Neb Hall County Attorney Ellen Totzke said a grand jury would be convened to review the incident Two Nebraskans also were killed in the collision at the intersection of US Highway 30 and Nebraska Highway 11: Brian Gewecke 22 of Alda and Andrea Ehrichs 12 of Wood River Miss Ehrichs was a passenger in a 1988 Dodge Dakota pickup driven by Gewecke The runaway Todd A Tilford of Cloverdale Ind died at Lincoln Gener al Hospital Ms Totzke said Tilford was driving a 1992 Chevrolet Celebrity that had been reported stolen riday in Bloomington Ind She said that Trooper Goltz pur sued the Celebrity west on Interstate 80 then north on Nebraska 1 1 The Celebri ty failed to stop for the stop sign at the intersection of Nebraska 1 1 and US 30 Ms Totzke said and collided with pickup about 5:25 pm Jeff Hanson spokesman for the State Patrol said the trooper tried to stop the Celebrity after he noticed the front license plate was gone and the back plate was smeared with dirt Tilford also allegedly began to drive in a suspicious manner when he noticed the trooper Hanson said Ms Totzke said the trooper began a pursuit because Tilford started driving erratically turned on the lights in an attempt to stop him Ms Totzke said guy accelerated drove off onto the shoulder of the road to pass a couple of semis and turned into the Lt Jim Castleberry of the Hall County Sheriffs Office said the State Patrol in checking the license plate after the colli sion learned that the Celebrity had been reported stolen Gewecke and Miss Ehrichs who were not wearing seat belts were thrown from the pickup Gewecke was pronounced deaa at the scene Miss Ehrichs died in the emergency room of St rancis Medi Energy Agency of Nebraska has decided to challenge the Nebraska Public Power Districts operation of its electric trans mission system on three fronts Die move stems from a recent transmission rateincrease Steve Wacker the executive director said the board decided last week to appeal the 23 percent transmis sion rate increase that the NPPD board approved this month The rate which would take effect March 1 would cost agency customers about $500000 a year Wacker said NPPD approved a wholesale rate in crease of 34 percent The transmission rate is the amount NPPD charges customers such as the agency to carry power over NPPD lines The agency purchases electrical power and then sells it to small communities Ron Bogus an NPPD spokesman said the transmission rate increase was one of three components factored into the wholesale rate increase Ml custom ers pay for transmission costs he said The agency protested the rate increase at a November hearing The NPPD board agreed last week to study the way it sets transmission rates The agency would be part of the study process NPPD officials said The agency's board also agreed to oppose any new transmission line con struction by NPPD until the utility changes the way it allocates the costs of transmission lines Wacker said NPPD in 1990 factored into transmission rates the cost of build ing the Missouri Iowa Nebraska Trans mission line which carries power from Cooper Nuclear Station at Brownville Neb to St Joseph Mo But Wacker said NPPD did not credit the transmis sion portion of its operations for any of the revenues gained through power sales over the line Wacker said he is concerned that NPPD would do the same with costs associated with a 96 mile power line it has proposed building in southeast Ne braska That $57 million line would run from a substation south of Hastings to another south of Lincoln we can see going to start treating their transmission dine customers properly we do not want any new transmission lines he said Bogus said increases in transmission rates cannot be tied to construction of future transmission lines seems to be harassment rather than he said Bogus said the construction of the Missouri Iowa Nebraska Transmission line was charged to all customers NPPD has agreed to study the allocation of revenues from power sales which now go into the generation part of the business and benefit customers who buy power from NPPD The board also authorized Wacker to investigate the possible need for a regulatory body in Nebraska that would have oversight over transmission activities and rates within the state The Nebraska Power Review Board now has oversight over construction of transmission lines but only an advisory role regarding rate disputes Someone to Turn To This schedule also in Hast ings was a suspect in a shooting in Lincoln Hastings police said Kelvin Morton 30 shot himself once in the head about 2:45 pm Saturday at a Hastings motel Lincoln police Lt Noah Van Butsel said Morton was a suspect in a shooting riday in which a bullet went through a window of a south Lincoln house lodg ing in a wall without hitting anyone The shooting apparently followed a dispute at the residence he said Van Butsel said a woman at the residence was arrested for being a felon in possession of a firearm but the man had not been charged or arrested Hastings police saw Morton look out a window at the Wayfair Motel Saturday and when they went to the room he apparently shot himself Hastings Sgt Mike Kottwitz said More than 4000 people attended a reception Jan 1 1926 at the State
