The utility charged Raymond and Donna Lee Penfield of 810 Harmony Road with unjust enrichment and asked Common Pleas Court to order the money repaid with interest from 1972. In December, 1971, Duquesne Light agreed to extend electrical service to the Penfield trailer at a cost of which they paid. But the next year electric service was expanded to include the area where their trailer is located so the utility said a full refund was due. When the refund check was printed, however, an extra zero was added to the end of the amount and the check was drawn for $2440.60. Part of the money has been repaid but Mr.

Penfield was injured and forced out of work for a period of time, according to a letter contained in the suit. Police Shift Hit About a dozen persons demonstrated at the Public Safety and City-County buildings yesterday protesting the transfer of police Inspector William H. Moore from the Hill District station to the service branch. The protesters appeared at the Public Safety Building in the morning and then went to Mayor Caliguiri's office in the City-County Building where they met briefly with the mayor. Moore, who has been at No.

2 station for three and V4 years, was transferred along with seven other inspectors by Superintendent of Police Robert J. Coll Jr. The moves were effective yesterday. Moore called the transfer a "retali-tory move" by Coll, but the superintendent said the switches were made because some inspectors had been in their posts for too long Oliver Levcnson, a 65-year-old Downtown jeweler convicted of fencing $233,000 worth of jewelry in an East End burglary ring, was sentenced yesterday to two to seven years in jail but was freed on bond pending an appeal to the state Superior Court. Levenson of 540 N.

Neville Oakland, and the owner of Rogers Jewelry Store on Liberty Avenue, received the term from Criminal Division Judge Thomas Harper, who presided at his September jury trial. Levenson also was fined $20,000. He had been convicted of eight counts of receiving stolen property and one of conspiracy in the scheme that city burglary detectives found operated mainly in well-to-do sections of Squirrel Hill, Shadyside and Point Breeze between May and November of 1976. Levenson has been out of jail on $100,000 bond since his conviction. Niion and Tate were sentenced by Criminal Division Judge Joseph Ridge, who presided at their jury trial. They were found guilty of second-degree murder, robbery and conspiracy to commit murder.

There had been speculation in the borough that the high arbitration award would result in a cut of 10 policemen. Many residents had opposed the proposal fearing an increase in crime.

Wilkinsburg Council President Karl Newman told more than 100 residents last night that the consensus of council-men is to leave the 44-member police force intact for the rest of this year, ending speculation that the force would be cut as the result of the unexpectedly high arbitration settlement. Newman also reported that the arbi Charles P. Pernell, who for the last 50 years operated a printing shop at 2405 Wylie Hill District, died Sunday night (April 23) in St. Francis Hospital. He lived at 803 Finland Hill District.

Mr. Pernell was a deacon and chairman of the trustee board at Central Baptist Church, having held the position of trustee for 30 years. He was president of the credit union of the church. He attended the University of Pittsburgh and Carnegie-Mellon University. He was active in the NAACP, United Fund and YMCA.

Mr. Pernell was a charter member of the Business and Professional Association of Pittsburgh. He was a member for more than 50 years of the Fidi Amici Debating Club, a member of the Elks and Masonic Lodge of the Hill District. He is survived by his wife, Ruth J. Pernell; and three sisters, Mrs.

Birda Porter, Mrs. Sadie Pernell Herron and Ruby Pernell, Ph.D. Friends will be received at the Chester P. Chavis Funeral Home, 7029 Frankstown Homewood, from 2 to 4 and 7 to 9 p.m. today and tomorrow.

Gunman Wounds Guard at Mall Jacob Tanur, Wholesaler, 74 Jacob Tanur, one of the original owners and a partner in Tanur Brothers, a wholesale hosiery outlet in the Uptown district, died yesterday (April 24) in Montefiore Hospital. Mr. Tanur, 74, of 5403 Aylesboro Squirrel Hill, was born in Twin Rocks, Cambria County, and had been a Pittsburgh area resident the past 55 years.

He was a member of Temple Sinai Congregation, B'nai B'rith, Masonic Lodge 535, Zionist Organization of America, Hillel Academy and Hebrew Institute. Surviving are his wife, Mrs. Virginia H. Tanur, two daughters, Mrs. Barney (Janis) Dunn of Ambler, Montgomery County, and Mrs.

DeLucia Raises Siciliano's Bail, Release Denied Murder suspect Anthony Siciliano nearly was freed from the county jail vesterday afternoon after his friend Nick DeLucia Pittsburgh's massage parlor kingpin chipped in to raise his $50,000 bail. But just as DeLucia prepared to greet Siciliano at the door of the jail, word came that a federal parole detainer had snarled the release.

Siciliano has been charged with the contract killing of Anthony Pugh, 33, who was found shot to death last December in a Green Tree apartment. Pugh, the manager of a McKees Rocks massage parlor, was an associate of vice lord George Lee, who was shot to death in a restaurant parking lot. According to bail papers filed in the county clerk of courts office vesterday, Siciliano's bond was raised through property and cash by DeLucia and his wife, Madeline; Samuel and Rose Siciliano; and bondsman David Wander. A spokesman for the jail said it appeared that "the problem (involving the federal detainer) is being worked out" and Siciliano could be released today. Lottery Number.

The guard, Paul Harvey, 21, (no address available) was in serious condition in Allegheny General Hospital last night with two gunshot wounds in the back and one in the chin.

Police said Harvey confronted a Dorothy Thomas, Ex-Principal Boggs and Whittier schools in Mount Washington and the Forbes and Soho schools.
