Knox yesterday refuted criticisms by a federal agency and said he has been waiting for eight months for a response to a request for $15 million in improvement money. That request was made to the federal Department of Housing and Urban Development (HUD), the same department which issued a highly critical report on the county authority.

Moreover, Knox said a "lot of the stuff" in the federal report has since been corrected. He admitted as noted in the federal report that some of the authority's 3,880 units go unrented for periods of time. But, he explained, "You can't rent a unit that is not fit for human habitation." Making those units fit is where the request for some $15 million in renewal funds comes in. The federal report, surveying a sampling of the authority's 32 housing projects, said that each of the 246 units studied remained vacant for an average of 155 days during the year under review. That means that the financially strapped authority was out some $188,188 in rent money, the report said.

Knox, however, said many of the authority's units need new roofs, electrical systems and heating repairs, and that money can only come from HUD. "Our housing projects are not slums by any means," said Knox, who noted that the authority had not had an opportunity to discuss the federal charges before the report was issued.
