1, 1977 was a black date on their Internal Revnue forms. On that day higher tax rates went into effect, and ripples spread Immediately out from the action. Some americans holding key jobs on overseas projects decided to come home. Most American industries found themselves paying more heavily for their overseas projects, at a distinct competitive disadvantage against foreign firms. Here in Washington, where problems become of interest only when the crisis stage approaches, response is mixed.
