Peterson Seeks To Let Senators Be Ticketed WORLD HERALD BUREAU Lincoln A constitutional amend ment to allow the ticketing of members of the Legislature has been introduced by State Sen Richard Peterson of Nor folk A similar amendment was introduced by Sen Elroy Hefner of Coleridge But Legislative Resolution 251 Ufl Nebraska Legislature would allow senators to be issued cita tions in lieu of arrest for misdemeanors or infractions during a legislative ses sion Court dates would have to be scheduled after the session and at least 15 days before the next session constitutional amendment would allow arrest of senators during the session and makes no provision for court appearances Both amendments if passed by the Legislature would require approval by voters in November Bill Would Create Center for Teachers WORLD HERALD BUREAU Lincoln A bill introduced by State Sen Ron Withem of Papillion would es tablish an technology cen within the State Education Depart ment According to Legislative Bill 1117 the center would train teachers to incorpo rate into their teaching such items as computer data bases and computer pro grams The center would also demonstrate new products experiment with cations of technology in and encourage local school districts to pool their resources when purchasing com puters or computer programs States Joining To Get uel Tax WORLD HERALD BUREAU Lincoln Nebraska would join eight other states in an attempt to collect more fuel tax money owed the state by interstate truckers under provisions of Legislative Bill 836 The bill introduced by State Sen Je rome Warner of Waverly would make each company pay its fuel taxes to its home state The state would then for ward the appropriate amounts to other states Under current law trucking compa nies pay each state on a prorated basis according to their mileage within the state The interstate agreement would also require a substantial increase in the number of audits performed on truck ing companies each year According to a statement released by office eight states have adopted the agreement its rapid adoption by the majority of the rest of the states is Quarterly Magazines Be Taxed WORLDHERALD BUREAU Lincoln Subscriptions to quarterly magazines would not be subject to sales tax under Legislative Bill 848 intro duced by State Sen Dan Lynch of Omaha Current law exempts subscriptions to magazines and journals that are issued at least once a month bill would extend that exemption to mag azines and journals that are issued at least once every three months Newspapers that are issued at least once a week are also exempt under cur rent law The bill does not change that Bill Would Loosen Petition Laws WORLDHERALD BUREAU Lincoln Laws governing the circu lation of referendum petitions would be loosened under Legislative Bill 1098 in troduced by Sen Tim Hall of Omaha petition laws now are a trap out there waiting to be Hall said got sprung on the lottery people restricting the right to petition Aspects of current state law are ab surd he said As an example he cited a provision that says a petition signature shall be thrown out if the signer used ditto marks to indicate that he or she signed on the same date as the previous signer In addition to changing that rule bill would remove a stipulation that a petition circulator pay a $500 de posit to circulate outside his home county But the bill would also require all petition circulators to register with the Secretary of Office Petition signers now required to be registered voters at the time they sign would need only to be registered at the time the signatures were be ing checked for validity Committee to Be Chosen Citizens to Help Pick Waste Site By red Thomas World Herald Stall Writer A committee to help se lect a site for a low level radioactive waste storage facility in Nebraska is expected to be chosen and begin meeting in ebruary at the latest a spokesman for the developer said Monday The committee likely will meet publicly each month at different places in the state said Rich Paton of Louisville Ky assistant to the president of US Ecology Nuclear the developer The committee also will help design the facility Paton said in a telephone interview Convener It will have 10 to 15 members rep resenting various groups or areas US Ecology Nuclear officials are considering hiring independent to direct the committee Paton said The convener would to all sides and yet at the same time keep the committee focused on the needs at he said do need feedback and specific guidance like on siting After the committee begins working US Ecology Nuclear will hold public information meetings around the state he said Paton met privately in Lincoln last week with state officials and repre sentatives of some farm and environ mental groups government associa tions and others He Said company officials are looking at a of the meeting raised He declined to be specific thought the meeting was cor dial" he said Probably Lincoln US Ecology Nuclear plans to open a Nebraska office within a few weeks probably in Lincoln he said Paton said US Ecology Nuclear has received a number of calls oh possible waste sites of interest have come from development interests village boards private landowners and a collection of he said Paton said the callers were told the company would look at each "from a technical is really premature to make any judgment on what areas are pos sibly he said Unsolved Deaths Plague Officials Lincoln (A P) Janet Callies 40 of Grand Island Neb disappeared at about 7:30 pm Nov 15 1978 after calling her daughter from a Grand Is land nightclub near Interstate 80 and making arrangements to meet her for supper Janet Callies show up And nei ther she nor her red and beige Dodge Dart was seen again The Callies case is one of many mys terious disappearances and unsolved slayings that have plagued criminal in vestigators But the Callies case is com plicated by statements made in 1984 by convicted mass murderer Henry Lee Lucas He told Nebraska law en forcement officers who interviewed him in Texas that he and his co serial killer partner Ottis Toole had ab ducted Miss Callies and that Toole had strangled her Lucas said he remember what he and Toole did with the car but he thought they might have driven it to Canada and sold it to a junk dealer Lucas had told Texas Rangers that he and Toole were involved in hundreds of slayings as the pair traveled across the country but he later recanted nearly all of those confessions causing authorities in several states to reopen many homicide cases they thought had been solved by admissions On the other hand the Callies case never was closed and it might never be said Grand Island Police Chief Gene Watson reasonably certain that he (Lucas) was responsible for her disap pearance and death But until we find her body or the remains of her body not going to close he said Watson also acknowledged that the odds against making such a discovery are pretty high given the fact that Lu cas told officers that he and Toole had buried Miss body between the north edge of Grand Island and the South Dakota Nebraska State Patrol Criminal Divi sion Capt Jim Burnett of Lincoln said the patrol thinks Lucas and Toole also were responsible for the death of Brian Lee Byrum 22 whose body was found Oct 5 1979 along Interstate 80 near Aurora Byrum was killed by a blow to the head and was hacked with a machete He was hitchhiking from Clin ton Iowa to California Bumett said that Lucas has made statements about the case and pretty well that Lucas and Toole were responsible for the slaying But Bumett said the case be closed officially without a conviction and neither Lucas nor Toole has been charged with the crime Lucas also figured prominently in the case of Stella McLean 45 whose slay ing might be solved or might not be depending upon the officials spoken to The decapitated body of Ms McLean a Gering Neb schoolteacher was found on April 15 1978 in a ditch off Interstate 25 near Wheatland Wyo She had been abducted eb 7 1978 in Gering Lucas made statements about the slaying that convinced former Scotts Bluff County Sheriff Dave Schleve to close the case Schleve said Lucas pro vided details only the killer could have OMAHA WORLD HERALD Tuesday January 19 1988 17 Citizens Spread Petitions To Recall Mayor Ashland Neb (UPI) A group of Ashland residents is circulating peti tions to recall Mayor Sherilyn Moore a spokesman heading the effort said ormer Mayor Max Barnes who was narrowly defeated by Mrs Moore in the 1986 general election said he was con tacted by several people about a peti tion drive to recall Mrs Moore and de cided to head the group Barnes said he has been thinking about a recall effort for several months but he said he did nothing until he was approached by people upset with the way that city government was being run He said several citizens are upset about the recent acquisition of a building to house city offices The mayor and council plan to renovate the structure and move city offices from their present location one of the items but there are several he said declining to elaborate Barnes said he has widespread sup port for the recall but said Monday that he does not know how many signa tures have been gathered SAUNDERS COUNTY WahooJ 3 I I
