(AP) -Packing their tents and blankets, thousands of young people left this Pocono Mountain town yesterday at the end of the largest eastern rock music festival since Woodstock in 1969.

State police estimated as many as 200,000 people swarmed into the Pocono International Raceway, the festival site, at the peak of the event. Sponsors of the 20-hour concert, which was interrupted by rain once and shrouded in fog early yesterday morning, were enthusiastic about the absence of any major disorders. The concert began after noon Saturday inside the grounds of the Pocono International Raceway. Although rain drove some of the audience away, some 50,000 fans stayed through dawn to hear all 14 rock groups. A performance by 3 Dog Night ended the gathering.

"This looks like the first rock concert that worked," remarked Bernard Rutten-berg, a member of Concert Ten. the festival sponsor, Ruttenberg estimated 120,000 young people swarmed into the concert area Saturday afternoon. Commissioner Thomas J. Foerster said yesterday he has asked the county law department to investigate the situation. "I PERSONALLY think collection of such a tax is a harassment of airline passengers and a gross misuse of County property," Foerster said. A recent U.S. Superme Court decision allowed the Philadelphia required head tax but Foerster maintains that it should be collected at Philadelphia International Airport.

Some 24 other municipalities are considering imposing the tax according to an air travel trade magazine but Allegheny County won't be one of them, Foerster said. More federal aid and not a tax on passengers is the solution to airport economic problems, Foerster said. It also was announced that 32.000 international passengers has used Greater Pittsburgh facilities during the first six months of the year, compared to 12.000 for all of 1970, which was the last full year prior to completion of the international faciity. A SPOKESMAN for Trans World Airlines, which services flights at the new iniernational building, predicts that the facility will char 100,000 passengers by year's end. July is expected to be a record breaking month for flights to foreign points from Greater Pittsburgh airport, officials said.
