Klein MADISON-AMERICA'S CONSTITUTION MAKER The current year brings back the story of James Madison with particular significance; 1939 marks the 150th anniversary of the setting up of the United States gOVernment and it was Madison who framed the constitution which vided that government. No colorful figure was this dry little man, son of a Virginia planter.

He led no armies in the Revolution, he was no public idol. Yet he carried a tremendods influence. He hated war but he served the cause well in congress and when the struggle was all over he served the country well again, warning it against the flood of useless paper money that was threatening. Then came the day of reckoning-the day to establish the new government on a lasting basis. Madison was appointed to a committee to draft a national constitution.

It was a staggering assignment because at that hour the condition of the was little short of anarchial. Only the most intelligent statesmanship could weld James the colonies Madison togethelded that statesmanship. With rare legal skill he drafted the outline of the constitution which has lasted 150 years and still stands as one of great documents of all time. With equal brilliance, Madison fought for its adoption and won. So the constitution remains Madison's greatest monument.

Madison, fourth president, Is shown above on a U. S. stamp of the issue of 1894, $2 sapphire blue, enlarged. Funeral Is Set For Harry Bell Funeral services for Harry Bell, 49 years old, 3640 North 18th street, A resident of Phoenix 11 years, will at be the held A. at H.

The city now being unable to act, it remains for those residents now outside who have vision enough to sce the material bencfits which higher population listing would bring Phoenix, to join with others interested in the program and aid in bringing in as much territory possible before the dead line, Mayor Thalheimer pointed out.
