OKLAHOMA CITY Jan 12 Bills calling for a $40 million increase for common schools hit the state senate Monday and administration forces said the first legislation will be introduced Tuesday along with the bulk of Gov Howard Edmond son's program The school bills entered the legislative mill amidst pleas for economy and a proposed $80 mil lion tax increase through raising the sales tax to 4 per cent The school bills which follow the Oklahoma Education Assn program down the line would boost teachers salaries to a min imum of $3400 next autumn and to $3000 at the start of the 1960 61 school year 'Operation One bill calls ation to en basic aid fund of $1250 per day The new fund would pay all schools $16 a pupil in 1959 60 and $20 thereafter provided they levied a full 20 mill program Another bill would provide $4 a child each year for textbooks compared with the present $185 An OEA spokesman said it would cost $40 million above the current program to finance the new bill the next 2 years He said the same bills will enter the house Tuesday Sen George Miskovsky Okla homa City introduced his re apportionment resolution Monday which would set up an agency to force the legislature to redis tribute its membership on the basis of population as now pro vided in the constitution Other Plans Due Edmondson forces also will in troduce their reapportionment plan Tuesday along with measures for a merit system for state em ployes district attorney system and constitutional safety com mission These will be introduced after Edmondson makes public his full program before a joint the house and senate Monday night changed its rules on filibusters No one faction seemed satis fied with the change The leader of southern Demo crats Sen Richard Russell of Georgia pronounced it But Sen Paul who wanted a curb on senate debate southerners had won victory By a 72 22 roll call vote the senate that from now on two thirds of the members pres ent and voting can choke off a filibuster against civil rights or other legislation The number of senators who could do this could vary from 34 to 66 in theory but actually would approach 66 Minimum Now 31 There are 98 senators and the minimum of 34 necessary to choke off a filibuster under the new rule is based on a quorum of 50 re quired to do business The old rule required a vote of at least 66 members or two thirds of the total membership The rewriting of the rule on filibusters brought to an end the first big congressional battle of the new session It pitted outnumbered northern and western liberals of both par ties against the Republican and Democratic leadership and a solid array of southern Demo crats or Sen Lyndon Johnson Tex) the majority leader the outcome was a smashing triumph The compromise resolution chang ing the rules bore his name and the support of colleagues who termed it a reasonable middleapproach to solving the squabble over rules Southern Democrats who have used the filibuster as a cudgel to beat down civil returned the indictment against the oil companies charging they conspired to raise prices follow ing the Suez crisis The case was transferred here over the ob jections of the government The most significant item in the motion for a bill of particulars calls for the government to identify basic facts that gave rise to the alleged conspiracy Also the Justice department must reveal the names of persons who allegedly entered into the conspiracy while acting for their respective firms The co conspir ators mud be identified and the dates each company entered into the alleged conspiracy will another part of the building Mrs Edmondson 59 was taken to St Anthony hospit where her condition was listed as "satisfactory Doctors sa she was suffering from a palpitation but was ex pectcd to be
