Omaha World Herald Wednesday Dec 18 1974 Russia Says Moscow (UPI) Russia Wednesday reported a drop in grain production but said this crop is still the second largest in Soviet history despite bad weather State Planning Chairman Ni kolai Baibakov told the Su preme Soviet that grain pro duction this year would reach 1955 million tons a 245 ton drop from last record A particularly bad ha rvesi in the eastern grain lands of west ern Siberia and Kazakhstan pulled the total down Although breakdown figures have yet to be announced it appears to be the Ukraine the Soviet breadbasket which came to the rescue with a har vest as good as last year's It was not immediately clear however whether the harvest was enough to meet Soviet needs Last October President ord fearing inflationary pres sures blocked a Soviet attempt to buy $500 million of US wheat and corn Meanwhile inance Minister Vasily Garbuzov reported that next year about $25 billion would be assigned for defense needs a cut of about
