While their rlan has given considerable satisfaction, it still has the serious defect that no provision has been made for investigation of the fitness of the taxables in the list for jury service. But the important point just now is that the citizens of Philadelphia recognized the incoigruity and injustice of keeping a populous county under the same vet.uUitr-a.tion of j.11 nrs credited to it or not otherwise credited in this papor. and the local news published herein.

When a measure was presented to the Legislature in 1923 for jury reform here, the Philadelphia delegation, although its community had obtained a special system more than 60 years before, appeared to take the position that this county was not yet important enough to be entitled to the change.

To the chagrin of such of the citizens of Allegheny county as had become awake on the subject, a number of the legislative delegation from here agreed with the Phila-delphians. So the Allegheny county measure was defeated. But it is up again, and the citizenship cf the community and its legislative delegation should show enough home pride along with the regard for justice to conduct a campaign for it that will impress the Assembly. Philadelphia county, with its special system, owes it to this community in the interest of progress and justice to help it secure a jury plan fitted I ing in Pittsburgh. Her son, Reed Har nr-nuiiint jmc ris, carries her from the house and ANSWERS TO QUESTIONS There are many reasons why Pittsbui-ghers should show extraordinary interest this year in municipal problems. Some may put as the first of these reasons the fact that there is to be a mayoralty election and the selection of a number of other local officers. Of course such an election is of great importance, as progress and economical government depend upon the selection of the right officers. No matter how pro-i gressive the program designed, there could be no headway for it if execution of it should be entrusted narrow-minded, incompetent individuals who -would put petty political considerations above the larger matters; those who would fail to catch the a vision of a greater and better city.

But it would be well for the citizens first to take a survey of their problems, to return again to the fundamentals of municipal government and the plans put forward in the" interest of progress, to the end that they may be the better prepared' to select officers qualified to 3 meet the conditions and in full sympathy with the purposes of the forward-looking. 1 As an industrial city, Pittsburgh has some prob- lems different from those of many another niunici- pality. Built along three rivers and among hills, it has its peculiar problems of topography. It has Jan extraordinary problem of traffic congestion, due to delay in resorting to the modern method of a sub-J way In the downtown district. Although it i3 a leader in public school facilities and is noted for its free libraries, art galleries an museum, its universities and its churches and a number of fine parks and playgrounds, i still is lacking in a number of instances in provision for public recreation.

Its parks might be made still-more attractive and it also Is in need of more playgrounds. In addition to these things there also is the constant call for improvement Jin government from the standpoint of law enforce-Jment and economical administration.
