OBITUARIES Are in Agreement WASHINGTON, July 31 UP) The Pentagon reported to day that the U. S. and West German defense chiefs reached complete agreement in discussions here on the need to im prove both conventional and nuclear strength to defend Western Europe. The Deftnse Department said that in summarizing the discussions between Secretary iof Defense Robert S. McNam iara and West Germany's de- ifense minister, Franz Josef (Strauss.

The two talked dur Ing Strauss' visit to this coun try which began July 13 and is ending tomorrow. The talks included: discus sion of present and future planning for NATO; U. man military cooperation, and the Berlin problem, the state ment said. In reporting complete agree ment on the need for conventional and nuclear arms modernization, the Pentagon said both McNamara and Strauss "agreed that a balanced and gradual system of deterrent will remain the basis of de fense." The McNamara Strauss meet ing also included, the state ment said, extensive discussions about joint use of mili tary installations, training facilities, and depots belonging to the two nations. Also considered was West Germany's plan for increased buying of modern arms.

Barr yesterday asked City Council to appropriate $325,000 for two street reconstruction jobs which will benefit motorists traveling through the South-side and West End. One ordinance calls for expenditure of $175,000, including $10,000 for rehabilitation of water lines, in improving Bingham Street, between S. Tenth Street and S. Fourth Street.

A new concrete surface will be laid on the heavily-used Southside street. In the Broadhead district of West End, a 34-foot concrete road will be constructed on Ladoga Street, between Middle-town Road and Berry Street. Ladoga Street has been used almost exclusively as a right-of-way of Pittsburgh Railways the West End, however, maae he improvement possible, Mayor Barr said. Mrs. Davis, the former Margaret Belle Harper, was born in Meadville, Pa. She was graduated from Allegheny College in 1893 and was a member of the Kappa Kappa Gamma sorority and a lifelong member of the Presbyterian Church. Dr. Davis was a practicing physician in Pittsburgh and Charleroi for many years.

Mis. Davis had lived In Pittsburgh since his death in 1939. Surviving are two daughters, Mrs. S. O.
