Market Makes Modest Gains New York (AP) Stocks generally regained their balance in today's market although nothing resembling a real rally developed. Best prices were reduced in most cases near the close and a smattering of declines was in evidence. Transfers were around 550,000 shares. Stiffening of trends was attribuated partly to short covering in preparation for the weekend and the Columbus day recess Tuesday. Modest bidding also was based on the theory that the relatively sharp recessions of Wednesday and Thursday had pretty well discounted tax bearishness and lack of important international news.

Skeptics still were plentiful, though, as exemplified by the timidity of purchasers. In front at one time or another were U. S. Steel, Bethlehem, Chrysler, U. S.

Rubber, Goodrich, Montgomery Ward, Eastern Air Lines. American Airlines, Santa Fe, N. Y. Central, Great Northern, Allied Chemical, Westinghouse and Texas Co. Occasional backward movers were American Telephone, Du Pont, Dow Chemical, JohnsManville, Sperry, J.

I. Case and Woolworth. Bonds steadied. Cotton, in late trades, was 25 to 45 cents a bale higher. Some encouragement was derived from a compilation of forecasts of investment bankers that between now and the next Treasury War bond drive American industry will on a financing campaign for itself that may exceed 500 million dollars.

Flotations within the next 30 days of 250 million dollars or more in corporate bonds and common and preferred stocks were expected. Weather U. S. Weather Bureau Illinois: Slightly warmer in the north portion tonight; generally mild Saturday forenoon. U.S.

No Rations Provided For New Oil Heaters Only those persons who used oil heaters prior to July 31, 1942, or the special type space heaters prior to Dec. 19, 1942. are eligible to receive fuel oil ration permits, members of the Macon county War Price and Rationing board have announced.

BUSINESS SERVICE Business Service Federal Buying Pushes Wheat Prices Higher Chicago (AP) Buying of flour by the army and lend-lease agencies was heavy again today, and wheat responded to this news by advancing to new highs on the current move. A report the Administration would not press for immediate enactment of its food subsidy program also fired bullish enthusiasm. All other grains were up with wheat, barley advancing more than a cent at times. December oats moved to a 4 cent premium over the May contract.
