Mannella; beloved wife of the late nard E. Mannella; mother of Bernice Hummert of Early, Michlovic lose in endorsement vote By Albert J. Neri Post-Gazette Staff Writer State Sen. Edward Early, D-Ross, and state Rep. Tom Michlovic, D- Turtle Creek, were upset yesterday for the Democratic Party endorsement as 2,068 county committee members made their choices.

Otherwise, incumbent Democrats now holding congressional, state Senate and state House seats prevailed over challengers after eight hours of balloting in Syria Mosque in Oakland. The Democratic endorsement entitles a candidate to support from party workers at the polls in the May 21 primary. More importantly, it is the first test in the primary campaign of a candidate's strength. In the 40th District, covering parts of the North Hills and Westmoreland and Armstrong counties, Ron Brown of West View, an aide to county Controller Frank Lucchino, won a three-way contest with Early and another challenger, former Westmoreland County Commissioner John Regoli. The tally was 94 votes for Brown, 75 for Early and 68 for Regoli.

Brown said he would begin a fullfledged campaign immediately because he expects Early to stay in the primary. Early and Regoli could not be reached for comment. Early claimed earlier that his indecision about running for lieutenant governor he decided against the race led to challenges for his seat. His opponents contend Early, a veteran of 15 years in the Legislature, has become unresponsive to the district. In the endorsement contests for House seats, Michlovic, of the 35th District in the Turtle Creek Valley, was edged out 56 votes to 63 votes by North Versailles party chairman Edward McGuire.

A third candidate, Michael Sean Reichert, got three votes. In a close endorsement for the seat in the 44th Senatorial District, Penn Hills Chairman Ernest D'Achille edged out Mark McKillop Monroeville by a 128-121 vote. McKillop an aide D- Sen. Edward Zemprelli, Clairton. The incumbent is a Republican, Sen.

Frank Pecora of Penn Hills. Two other state Senate contests were not even close. State Sen. Leonard J. Bodack, D-Lawrenceville, had 302 endorsement votes compared, with Howard 63 for an challenger insurance broker from Bloomfield, in the 38th District.

Wilkinsburg and eight North Hills suburbs. Howard, a Pittsburgh NAACP official, held two major receptions to promote his candidacy and has promised to release an economic development strategy for the district several weeks before the primary. Bodack has been low-key in his bid for a third term. Instead of the news conference announcements used by Howard and Republican challenger William Pendleton, Bodack issued a press release, citing his accomplishments as a member of the Senate's Consumer Protection Committee. Incumbent Eugene Scanlon, D- North Side, had 231 votes compared with 119 for challenger Don Walker, a North Side lawyer, in the 42nd Senatorial District.

It includes parts of the North Side and South Hills and some western suburbs. With the exception of the Michlovic upset, all other state representatives prevailed over party endorsement challenges. The key races were: In the 20th District (North Side, Lawrenceville), four-term incumbent state Rep. Thomas Murphy, 84 votes, to 32 for North Side activist James Steigerwald of Fineview. In the 22nd District (South Side, Mount Oliver, South Hills), threeterm incumbent Steve Seventy won by a 2-1 margin over former 19th Ward District Magistrate Peter Wagner.

The tally was 72-29. In the 24th District (East Liberty, Homewood, Highland Park, parts of Penn Hills and Shadyside), incumbent Joseph Preston had 66 votes to 14 from challenger Joseph Hines, an assistant branch manager for Mellon Bank. In the 39th District (Elizabeth, South Park), state Rep. David Levdansky of Elizabeth had 49 votes to 29 for George Miscevich, the man he ousted to win the seat in 1984. In the 40th District (Bethel Park, Upper St.

Clair), insurance broker Raymond McKelvey Jr. is expected to be endorsed at a later date. Bethel Park Mayor Reno Virgili was on the endorsement ballot yesterday but withdrew late last week. The incumbent is a Republican, Alice Langtry. In the 41st District, where four Democrats fought to take on incumbent Republican Raymond Book, county Airport Superintendent Nello Fiore won a tight race with 27 votes.

County Engineering employee Ralph Kaiser had 22 votes; assistant county solicitor James Nowalk, 20, and state lottery agent Stanley Scott none.
