The harmful effects of improper development range throughout the. state, according to the 70-page study by the Division of Soil Conservation. In Southern California, it said the threat of disastrous wildfires has increased because of the proximity of residential areas to chaparral-covered hills. In Northern California, the report declared that if developT ment continues of 70,000 acres of land in the Truckee area, "deer migration routes will be blocked" and this will have a drastic impact on the interstate deer herd. The study, released Wednesday, warned, "The impact of people's activities is creating conditions that are destroying the values that people are seeking." It said that careless development has caused "significant environmental- problems such as water pollution, loss of fish and wildlife habitat, damage to water courses, lakes and reservoirs, impairment of recreational opportunities, and sediment and flood damage to property." The study, entitled "Environmental Impact of Urbanization on Ihe Foothill and Mountainous Lands of California," was accompanied by photographs of deep gullies left by erosion in subdivisions and burned over foothill residential areas in Los Angeles.

It said the "greatest source of erosion and sedimentation (in streams) is from road construction" in subdivisions, adding that exposure of soil during construction can increase the rate of erosion from 10 times the normal rate for cultivated land to 2,000 times that for forest land. "Physical damages caused by erosion and the removal of vegetation through grading operations create scars that frequent ly destroy opportun i ties for quality sightseeing," the report saidslt cited Lake Tahoe and, the Southern California coast as examples. The study also said that persons who buy lots in many recreational subdivisions are not building homes on them. In a survey of 24 developments; the report said that it would take 150 years to fill half the lots if past building trends continue in the future. me out of what I wanted most.
