It would seem to be a reasonable that if a retail druggist feelltt an article at a. cut rata it is. 1i which principally the druggist and the pur-causer. If the druggist be satified with his and the customer be satisfied with his purchase there is not much ground for objection on tho part of the article. The manufacturer in tho meantime has been paid his own price for his product and has reaped his profit That ought to be satisfactory to him and ho should not undertake to dictate to the retailer tho price at which tho article shall be sold.

This ia good argument from the consumer's point of view, and tho United States supremo court also has decided it to be good from 3 general standpoint and In accordance with tho law. The court holds that tho manufacturer of a patent medicine cannot fix a hard and fast prico at which tho article shall be bold to tho consumer by the retailer. Tho decision is a tremendous victory for the cut rate drug Etores which havo been carrying on a struggle with the manufacturers and the wholesalers for a long period of years. There has been a similar fight for beveral years against cut rate groceries by the manufacturers of food products. In tho storm center of this fight Duke C.

Bowers, a cut rate grocer of Memphis and a former resi- dect of Kentucky, has been a chief figure. Bowers has steadfastly claimed for himself the right to sell food products at whatever price he saw proper, free from dictation or embarrassment from the manufacturers of tho products. It has been an ex-1 pensive fight for him as, in addition to running his business under difficulties, he has for several years maintained a literary bureau and ha3 burdened the malls of congressmen, legislators, public officials and public men with printed arguments setting forth his side of tho controversy. It is "interesting to know, therefore, that Bowers looks upon tho drug decision as a herald of victory for himself in his long struggle with the food manufacturers. Tho same view Js taken by the 'Washington Times, which says: "To the lay mind the drug case "seems to be analogous to that ot mannfocturers of food products who set the price at which their commodities shall be sold to the public.

Thero are many such, and for several years they have been engaged in a struggle with retailers who claim the right to sell at any price they desire. The controversy has even gone so far that some manufacturers refuse to sell to retailers who will not agree to certain retail prices. It Is entirely reasonable to anticipate that the supreme court would make the same ruling on the price of food products thaC it has Just made on the price "of drugs if an opportunity to do so." The cut rate drug store has come to stay. What is considrably more important to the average citizen, the cut rate grocery appears to have reic for the same purpose. BOYCOTTING THE TRUSTS.

Washington dispatches! announced on the same day, and sometimes in the same column, that no trust need apply for naval work unless it could make affidavit that it was not in i combination in restraint of trade, and that the steel "trust" was the lowest bidder on several million dollars' worth of work on the Panama- canaL Must the navy department accept a high bid because the low bid kas. no accompanying affidavit? And can the Panama bid be accepted without an affidavit? Can there be tainted steel as wall as tainted dollars? What) would happn to th Texas maneuvers if it werv impossible to ask the trusts to feed th army? Is there in Washington who remembers tho last time the trusts were officially boycotted? Both the oil and tobacco trusts "were boycotted, and are under tho boycott still perhaps, since the laws of the Modes and Persians are as naught to a bureaucrat's orders. But the prod-ucts of the trusts are used just the same. It was held that they were disinfected by being bought from an intermediary, instead of from the trust direct The trusts alwnjB show business sense, and were willing to supply the goods in any manner the buyer preferred if the bills were paid. Can anybody resist a smile at such a lamo and impotent conclusion? Or if that is not funny enough to laugh at take the government's boycotting and and pat ronizing trusts all iX the same time, and without awaiting tho result of tho proposed investigation to discover the facts on which anything should be done.

During most of the session prices ruled a point or more under recent levels. Tho movement seemed to indicate short selling rather than liquidation of long stocks and probably was inspired by tho belief that since joices havo not improved on the receipt of good news recently, it would bo easier for professional traders to depress tho market than force it up. No solid support was offered and quotations gave way easily with only partial recovery before the close. The weakest features of the da8 trading in the stock exchange were a number of inactive issues. Stocks of the fertilizer group were inffuenc-ed unfavorably by reports ot lower priceq for cotton seed products.
