The Vienna Conference is broken off. Russia rejects the demands of the Allies. Sebastopol 1 LlAJlS'LKrrKit. i Suiae tiaia ago a letter from Mr. WcoU of T.

Laiontowa was rubhshcdiu wbicti he undertook to show that the members of the legislature couu meet convention on the first Tuesday of October next ami elect a Senator. Ho urges that the convention is a distinct body from tue legislature, though composed of the same mem bers, and can act as a convention after the leia- lature has adjourned without day. Neither Mr. Veech'd letter nor the opinions of many others have satisfied us of the correctness of this view of the matter. Thomas Williams, Es.i.of oar city, has written a letter on the subject which wo find pr.b-lifched in the Hartiaburgh aud wo deem it of sufficient importance at the present time to republish it.

(See first page.) It will be found in another column, and is worth reading for the ability with which the question is handled. It is doubtless the iutentiou of Gcu. Cameron's friends to meet at Harrisburg for the purposo of electing a Senator. It will then be a question for the United States Senate to dcci do wheiher that election is valid or void. If decided to be valid the person elected takes his scat in the Senate for six years.

Bat we believe the objections to such bo elcctiou which Mr. Williams presents in his letter are unanswerable. The Journals of the two Houses will be close ma le up and published before Ojtol er. How cou'd the procce lir.gs cf tho convention bo spread upon the Records then as the law requires. The legislature aJj urns ai-it die text week.

IK-w can it ever meet as-iiu as a legislature, except upon the call cf the Governor for an extra session! Yet it is the J.tiil-ilure that elects the Senator, au I not a convention as a distinct and independent body. Who will pro-vile for the payment cf the per diem and mileage for such a meeting in October? Not the present Legislature, at this soHMon, as the number of days of attendance is not jet known and cmuot be. The Legislature at this sesoisn bi.s rrovided that each member tt either Mouse shall receive j00 as h's eaUry for a set-bion, whether it be long or short. Shall the meeting in October be called a tmUrt. and cash member who goes receive the j00? An interesting quistion that to some of our law makers.

We think the bill reads that for each session iht jrestn! the pay of members fhail be i-'i'. If that meeting takes place iu October, and til attend1, and it is considered a gessian, it will coct the State some and yet they n.tpnt fail to elect a Senator If each mem i 1. 1 I in 1 frt i .1 in v-, well paid for their trip. Io a week i.f:er they meet a new Legislature wi.I be J. to they cannot hold a sesioa of more than a wek.

They wculJ thus get about a LundrtJ dolUrs a day for their valuable services rose, without a call cf the vernor, after jouruing without day, then we would u-gtst in advance to the next Leg.s'ature the propriety of aiti tr ptrr ftt'n'rl ntli or so. and call every re-feniMicc a trssn n. Washington Irving has entirely recovere from ths effects of his late accident. It is generally believed that Governor Gorman, Minnesota, has been removed from tfQce.

The cause assigned for his removal is Know Nothingism. The town of county, Ya, was visited by a most destructive fire recently. Thirty-five houses were consumed, involving a loss of 00,000. The Know-Nothings a year ago elected their School Eorad in the city of Lancaster by over 600 majority. At the election for School Direc tors cn Tuesday last, the Democratic and Anti-Koow-Nothicg ticket prevailed by an average majority of 130.

The Washington I'nhn announces the sale of the law and miscellaneous library cf the late Judge Purvisnce, to take place in Washington, between the tniiJie and the of June. The whole collection consists of at out 7,000 volumes, of which about 3,000 are law books. Secretary McClelland has issued a circular to the Clerks of the Interior Department, prohibiting their dealing in County Laud Warrants. One of the Clerks indignantly snys he know what right the Secretary has to robibil their dealine ia legitimate articles out of cEce boars. The Massachusetts Know Nothing State Couu cil, held in Boston, on Tuesday evening, was largely attended, and the act'tou decidedly Governor Gardner and Henry ara among the delegates chosen to the National Council, in June next, at Philadelphia.

An advertisement in another column of this piper will inform the public that the trains will conmence running cn a portion of the Pittsburgh and Connellsville railroad oo the 17th iust. The portion that will then be brought into use is from West Newtoo, in Westmoreland coaaty, to Layton station, in Fayette county, a distance of thirteen miles. Boats from Pittsburgh will convey passengers and freight to and from West Newtoo, and thus a steam communication is opened between our city aud parts of Fayette and Westmoreland counties not hitherto favored with such cheap and speedy modes of transit.

The companies have fixed the fare at a low rate, and we doubt not large cumbers of our citixens will, during the summer-months, avail themselves of this route to visit a pleasant por tion of the country. If they have any good ac commodations for boarders in the neighborhood of Layton station, plenty of customers can be found during the warm weather. It will not be many weeks now until the track of this road is completed eastward to Councils ville. The work between Turtle Creek and West Newton is to be pushed forward with all reasonable speed, and when completed, a valua ble new railroad will open to our city a rich farminz recion. It is supposed that this wi.I be ready for use by the close of navigation by river next winter.

The present officers and Board of Directors are entitled to much credit for their efficient management of the affairs of the company, and for the diligence with which they push forward the work. We wish them abund-ait success, and to the Mock holders good dividends. When the roal is opened to Cumberland the Baltimore trade with tho northwest and the Lake regions, will make it pay well. Professors i.bctei. At a stated meeting of the Trustees of the University of Pennsylvania, Philadelphia, held on Tuesday evening, Dr.

Henry II. Smith, of that city, was elected to the Chair of Surgery, rendered vacant by the resignation of Dr. Gibson, and Captain Henry Cop-pee, V. 8. Army, now Professor at West Point, was elected to the Chair of English Literature, recently held by the late lamented Prof.

Henry Reed. Mr. Francis E. Jackson, Philadelphia, was also elected Adjunet Professor of Languages-. Potatoes.

Potatoes are selling in Boston for 7a cents per bushe-l, and in Detroit for the same. There is no good reason why they should not come down to about the same price in Pittsburgh. In tie Massachusetts House of Representa tivee, on Monday last, cne of the distinctive measures of Know Nothicgism failed. The Constitutional amendment relative to eligibility to Tice, after undergoing sundry changes, until i. was in the shape of excluding from office ail persons not born within the jurisdiction of the United States, was lost by a vote of 158 Yeas to 81 Nays; requiring nine more votes to male be requisite two-tbirds to carry it.

Tae Asia arrived at Liverpool on the 22d. All hopes of Austria taking the field against Russia are at an end for the present. From the seat of War wo leara that during th first two days of the bombardment of be-siegeia it was superitr to that of the city and much damage had been done to tne Kussian works. During the night of the 13th the left attack of tho allies aabtaiued considerable advan. tage over the Russians.

The Russians were twice dislodged from a strongly fortified position, which remained in the hands of the French. The possesion ef this position enabled them to foitily the summit of the ravine, which is of great importance.
