Senator DeKossit presided in the Senate. Among the last acts of the Senate was the passage of the general deficiency bill, and House Bill No 40, which amends section of Digest. Acting Governor John I Moore will not contest the claim of X.O. for the office of governor today. Mr. Moore, who has been act ing governor since Governor Lit tie went to Texas in February for his health, has told his friends that he will vacate the office be tween 11 and 12 today in favor of Senator who was elected president of the Senate last week and who will become acting governor in Governor Lit absence. A great many friends of Governor Moore throughout the state have wired and written him asking that he contest the office until the courts can say what course is the legal one, but Mr.

Moore says he prefers peace and comfort to office. It is stated however, that the matter will be tested in the courts. Governor Moore, when seen personally, said he would not discuss the matter for the public print. Cotton Outlook Gloomy. The outlook for a cotton eroi in Arkansas is more gloomy thar at any time in the memory of tin planters and cotton men of tin state.

It was stated yesterdaj that fully two-thirds of the cot ton acreage in Arkansas is yei unplanted; that'the acreage will probably decrease ten per cent and nothing short of a late fal and excellent growing weathei from now on can save the situa tion and produce anything neai an average crop of the great staple. James I. Ellis, state busines: manager of the Union states that he is certain tin gloomy prospects has no parade in twenty years. He said it doubtful if unfavorable growing conditions had ever extended ov er such a great portion of tin cotton belt. Mr.

Ellis has nuinerousinquiries and has fount the gloomy outlook is general ov er the state. Will Be Built. A meeting of the subscribed stockholders of the new hotel was held last night at the office of Sam Logan, and the matter of erecting the building was' re vived. Some of those who had subscribed for stock asked to be released and the request was granted, but there was more than enough new stock subscribed to make up for the loss. The plan as now proposed is to purchase all the vacant land in the block where the Parker House was formerly situated, I and erect the building near the centre, making a court or park of considerable dimensions at the sides and front.

If this is done, which now seems possible, new I money will be put in the enter prize, and the $20,000 necessary can easily be secured. The Indian and Prescott ball teams are playing at the East End Park this afternoon In a contest yesterday at Arkadel I phia, the Indians defeated the lo cal team by a score of 4 to 2.
