TEXT OF AAAYOR ALIOTO'S STATEMENT SAX FRANCISCO AP) Here is a. transcript tf a statement by Mayor Joseph Alioto foBowing attests la the Zebra shootings case: poJke have arrested several suspects ID connection wttb fte Zebra iiil- ings. At tins stage of the proceedings aB of these suspects are entitled In the pRsmnpbao that they are innocent. Aod the potoe and I are entitled to the opioku fliat tbe ling leaders who perpetrated of teirra- iq San Francisco are behind bars. The investigation wffi continue until we are satisfied that we have rounded tip all of the members of this group and have iasmed fiie fact the new members will not take their place, I am confident thai the trial judges have ample power to protect ine suspects from the publicity which tbe Zebra slayings have generated.

I am also of me opinion thai this community is entitled to know toe nature of the terrorist organization responsible for the recent rash of crimes. The San Francisco police, under the leadership Chief Donald Scott, have pierced the veil of a vicious ring of murderers called '-DEATH ANGELS." The local group is a division of a larger organization dedicated to tbe murder and mutilation of whites and dissident Blacks. The pattern of hilling is by random street shooting or ing to death with machete, cleaver or knife. Decapitation or other forms of mayhem bring special credit from the for the killers. Hitchhikers are a particular prey.

"DEATH a kind of reverse Ku EIux Han is based on muddled aberrations clearly outside the mainstream of Islamic religions. In my opinion, it represents as much a potential threat to Blacks as to whites. Members are usually charac- terised by trim, neat appearance, and purport to by a puritanical code moral conduct They are fanatical believers in Black separatism. The training of yoimg fourteen years of age and over in what they call "martial arts" is a practice of this group. It consists of teaching manual methods and teachniques of kilting or incapaci- Our intelligence indicates that tbe national leader of this organization is apparently located outside of California and that be determines levels of promotion in the local divisions.

The "DEATH ANGELS," who use wings as an literally earn their promotions upon presentation of proof of the number and nature of the murders committed. Nearly 80 California murderous assaults, principally in Los Angeles. San Francisco, Alameda and Sacramento counties between September of 1970 to date, have beea characterized by the -'DEATH ANGEL" pattern of operations. i.e.. unprovoked attacks involving random shooting of whiter in the street or mutilation by heavy-Waded weapons ccmmhted by neatly dressed young black men.

An examination of the specific facts in tbe attached partial list of victims amply supports the inference, on courtroom evidence, that me similarity of pattern is better explained by concert of action than by coincidence. A concerted drive by local, state and national law enforcement agencies is desperately needed to shatter this organization. Otherwise the arrest of present perpetrators will result in their a by other "DEATH ANGELS." The jails are favorite places of recruitment, with job oppor- tunities upon release as one of toe inducements. Investigation by local police, iteFpI and grand juries, preferably coorain- aied bv the Attorney Genera! ofCah- is in my opinion aa absob-ie imperative Itos investigauoa mua fce carried oa by skilled. pwfesstaaL djs- nasswoate police work, avoabog emo- iionai appeals and hysterical speculation.

While it muss be vigorous aod relentless, must stay wiuun consuiu- tional limitations. Tbe public is urged cooperaw nidi police authorities and to come forward with information, with fee assurance that all the law permits by way of reward of teateocy will be recommended ia appropriate cases in exchange for valuable iofonnatioa. Special care must be taken by public officials and the police to prevent hate groups from converting a fc vestigation into a racial struggle ffe inescapable fact of the matte most mass murderers of recent Manson, tbe Santa Cruz mut Corona and Zodiac have been vfa Murder knows no color and met fought without aggravating so racial tensions. For that reason, numerous and whiles with unquestioned rials in the Black community participate in these lav enibrc efforts. However, it should be that a constitutional assault on a derous society of brutal killers cant be diminished because its meufea are Black, any more than they wn while.

Murder is murder, and no COB- munity will endure that approacbx the struggle for effective lav enrce- ment with anything less than ragged determination to wipe out lawlessness. 4 Vatlejo, Thursday, May 2, 1974 i Rain and showers are predicted for today for fte northwestern Great Lakes area and in the southeastern portion of tbe nation.
