MATTHEWS Post-Gazette Political Writer The forces of state patronage chief Sam Begler prevailed last night in the 14th Ward with the re-election of Ralph Cherner as ward chairman. Cherner defeated Molly Yard Garrett by 8 votes.

Helen Rogan, another Begler associate, won for vice chairman over Linda Rosensweig. A major upset occurred in the Ninth Ward when Leonard Bodack, a state employe, won for chairman over Ann Holloran, the wife of the late Charles Halloran. It became the first time in almost half a century that a Halloran has not been the Ninth Ward chief. Freda Runco, who was running with Bodack, was elected vice chairman. In the 13th Ward James Johnston, another state employe who was chairman, was defeated by Euzell Hairston.

In the 27th Ward Dist. Att. Robert Colville struck out in an effort to defeat Chairman Tom Barry. Colville backed Louis Young who lost by a vote of 20 to 6. In the Eighth Ward August Carlino defeated Chairman Albert Zappa, and in the 24th Ward Chairman Andrew T.

(Huck) Fenrich, who did not run for reelection, was succeeded by Edward Robertson, who was supported by Fenrich. Robertson was opposed by Ralph Meyers. Most of the ward, borough and township committees of the Democratic organization elected new officers last night. The results in other contests, were not available. Man Arrested In Numbers Raid County police yesterday arrested Francis Zemarel, 49, during a numbers raid at his home at 396 Avenue Forest Hills.

Charged with operating and maintaining a lottery, Zemarel was arraigned in county Night Court before Magistrate Martin McTiernan and released on $2,000 bond for a hearing June 24. Police said they estimated the operation had a business. Two shopping bags found in a dresser had $259,000 worth of numbers slips, but of them represented business of the past week, police added.
