practically no money and relatively little authority over 115 federal programs that can relate to minort-business development he said Small Business administration has 18 million dollars for direct Bolden said 90 million dollars were guarantees most of which go to white businessmen and nothingleft in the till for 502 programs lot of promises have been made to minority businessmen They have been promised technical assistance investment capital loan guarantees the availability of fire insurance and a host of other items crucial to their survival No Help to Minority after all that has been programmed by the present administration in the area of minority enterprise very ittle has been done to alleviate the problems of black and brown businessmen The fact of the matter is that the Nixon administration has oversold its promises in this area and has at this joint no capacity to deliver any meaningful assitsance to the minority Bolden said what is needed is national delivery service a system that will enable government programs to filter down to the black and brown communities of this nation Explaining his theory of a na tional delivery system Bolden said it must have the of
