m. Saturday at the Lester C. McDonald Funeral Home, 529 California Avalon. Mrs. Atkinson, 49, of 331 Mc-Kinley died Tuesday (Sept.

26) in Suburban General Hospital, Bellevue, after a long illness. She was a member of the United Presbyterian Church of Bellevue and until recently was president of the Avon-worth American Legion Auxiliary Unit No. 866. She was also active in the North Boroughs Council of Republican Women and the March of Dimes campaign. Surviving are her husband, Louis E.

Atkinson; two sons, Thomas M. and Richard and a sister, Mrs. Lucille Walliscr of North Hollywood, Calif. Friends will be received at the funeral home today and tomorrow from 2 to 4 and 7 to 10 p.m. The family suggests memorial contributions may be sent to the American Cancer Society.

will call on psychiatrists today to try to show that Neil Lee Pcffer could not control himself when he held up the Wexford branch of the Citizens National Bank of Evans City in February. As he opened his case in Federal Court yesterday, McKenna admitted that Peffer, a 19-year-old college student, of 225 Zeigler Zelienople, Butler County, held up the bank, took a teller hostage, commandeered two cars and finally gave himself up on Feb. 23. But, McKenna said, Peffer "could no more have helped what he was about to do than if he had no mentality at all." He said that Peffer was taking stimulant drugs to keep himself awake as he held a full-time job and went to Grove City College. To take these pills, McKenna said, was "like triggering a time bomb." Peffer's mother, Mrs.

B. Virginia Peffer of RD 1, Portersville, Butler County, testified yesterday that her son had tried to commit suicide several years ago after an argument. Kathleen Hindman, a pretty 20-year-old Zelienople clerk whom Peffer had dated once, told the jury he had told her of his suicidal urges, which came to him "when he was by himself in the car." The case is being tried before Visiting Judge John W. Delehant. 83'- 9 V.

S. Bonds Can Confuse By SAM SHULSKY Q. I have read at various times that bonds pay interest at the rate of 4.15 per cent. But five $1,000 bonds I bought Sept. 18.

1952 are now paying me $95.50 semi-annually which, to my way of reckoning, works out to under 4 per cent. A. Despite the wide acceptance and ownership of and savings bonds, they remain among the most confusing of bonds, especially when it comes to figuring interestaccrued by the Es; paid out by semi-annual check by the Hs. Interest checks on Series bonds can vary, due to date of issue and age of the bond. An information bulletin showing various semi-annual payments on different series of bonds may be obtained from the Treasury Department's savings bonds division, Washington, D.

C. 20226. Q. When is the best time to convert Madison Fund preferred? A. I don't know that there is any "best time" for the long-term investor to convert.

If you are interested in current income, the common is more rewarding since it distributes capital gains in addition to dividend income. If that's what you want you shouldn't be in the preferred in the first place. The preferred holder gets income of about 4V4 per cent on current market price, but enjoys a steady rise in his conversion privilege every year since the conversion rate is stepped up to take into account the capital gains distributions on the common. This increase in conversion rate ultimately will work out as a long-term capital gain which he need take only when his tax load is lightest. Negro Patrons Urged at Banks NEW YORK, Sept.

25 (AP) Sen. Wallace F. Bennett, called on bankers today to provide Negroes with checking, financing and savings facilities to keep them out "of the hands of the hip-pocket lenders." Bennett told the American Bankers Assn. annual convention that "apparently only a few of our 20 million American Negroes have bank accounts, and fewer still have qualified for loans. Bennett, a member of the Senate Banking and Currency Committee, said many of those in the lower-income groups don't feel comfortable in banks.

McCulIough has been a planning associate for HWA since 1963 and was director of the HWA Neighborhood Youth Corps Project last summer.

A Marina spokesman said two boats on either side of the cruiser, a 23-footer and a 19-footer, were set afire and a fourth boat was singed by flames on its starboard side.
