Attorney General Eliot Spitzer said that it is too soon for him to weigh in on whether fledgling steps to ward same sex marriage are le gal In an effort intended to set the stage for lawsuits against the state Ithaca officials said they will send marriage license appli cations for same sex couples to the state Health Department in Albany the agency responsible for marriage licensing proce dures
