An excellent documentary on the Navy's part In the Viet Nam operation, and a well Integrated mixture of color photography and colorful paradoxes. "The West Point Story" (1950) Musical comedy ahout a Broadway di tr mcast any network programs i ch Hie pre-empted hnre if the man arjpmpnt fppls that such a pick-up would bp in the interest of the Pittsburgh nity. Win Fannin? There are several excellent programs now in this category. The basis for the establishment of WF.COTV by the Overmyer Communications Company a part of the I). II.

Overmyer Company, which has various other Interests is the ruling last year that all new TV receivers must, by direction of the Federal Communications ni I ssjon, Include UHF tuners. As no area can bettpr Illustrate, even the most efficiently operated UHF station, such as WENS, which came on the air here, and soon went off again, as the Columbia Broadcasting System affiliate in 1954, can succeed against very high frequency (VHF) competition, UNLESS the public can tune them in without the additional expense of an external converter. THE ORIGINAL Channel 53, WKJF-TV, was indeed Pittsburgh's first UHF station. However, for a number of reasons, now of small importance, this station made its debut with pitifully low power in a section of the broadcast spectrum where a million or more watts of power is generally considered (and authorized) to equal the coverage obtained by Channel 2 with a mere 100,000 watts. It quickly failed.

(This power differential Is recognized within the VHF bands. VHF stations operating above Channel 6 may and do use more than three times the power allowed to those on Channel 2 through 6. Channel 1, In case you have wondered, was appropriated by the military prior to the introduction of general public television.) (There is now, and long has been, strong reason to believe that, as technology progresses, all of the VHF channels through 13 may be given over to governmental service. This, naturally, is no small factor to be considered by prospective UHF operators. It was almost certainly a factor in the FCC requirement that all new receivers be equipped with UHF tuners.) AS THERE Is also good reason to believe that a revival of UHF in Pittsburgh may be almost literally a whistle in the wind, it was encouraging to talk with the brand new president of the Overmyer Communications Company, Robert L.

Bryan. Although we "met" only by telephone, Mr. Bryan called from his office in New York City, I am inclined to put my instinctive skepticism aside at least for now. The man from Overmyer didn't give the Impression of being unduly worried about the factors which obviously mitigate against the success of a UHF outlet, with the frequency strike already against It. These are a lack of network affiliation; a late start in the race for feature films; no prospective entree into the field of major sportscasts although local contests are! bdng seriously scoutedand of viewers away nom not only the established commercial stations, but also away from an ever more productive and universally appealing non-commercial community station, WQED.

"WHAT WE plan to be." Mr. Bryan said, "is a totally community-oriented station." Yesterday, just before we talked, WECO-TV became the first owner in this city of a complete mobile tape unit. Channel 13 has long used a mobile transmitter unit at the County Fair, but, to the best of my knowledge, no Pittsburgh TV station is presently operating a tape recording truck. "We'll be getting to the man on the street, to the scene of an event, be It a fire or a civlo gathering or what have you, and we'll be able to tape the action and telecast It within a short time," Mr. Bryan said.

The station's entire news operation which will be a major part of its service will be local or, at the "widest," re. gional. It will not, of course, have a national network news show to tie In with the coverage by its own reporters and cameramen. In the beginning, Mr. Bryan said, the station may come on the air at 10 a.

ni. and continue until 4 p. ni. with nothng but the Associated Tress TV-radio wire reiioits on teletype reproduced on the screen. While I presume the company lias looked Into the practicality of this idea, it will be inter-esting to see how they patch together the various "adds" and "inserts" and "corrections" which normally attend all wire service transmissions.

"BE ASSURED of one thing," the Overmyer execu tive stressed, "we are not coming in to Pittsburgh to peddle a bunch of tired retread network programs." He said he felt the market for this type of attraction had long since disappeared. However, freely admitting that Pittsburgh is "a very good movie town," he did indicate that the Overmyer chain they will have a station opening soon in Toledo, Ohio, and six others in the works will be in the market for what feature films can still be picked up. The station, which will Iiave its executive offices In a completely renovated suite In the Sherwyn Hotel and its transmitter (and studios, 1 gathered) site "on a hill roughly half way between the Channel 11 and Channel 2 towers" on the Northslde also plans to give Fltts-burghers their first big chance to enter the national talkathon. Spirited talk will be a WECO-TV staple, I wa assured. Nothing seemed to please Mr.

Bryan more than my observation that the "listener-viewer" talk-back type of programming, which has made such deep inroads in almost every market except Pitts burgh on both radio and TV, is with a few small exceptions (a radio hour or two and on Ron Jaye's Channel 11 "Pittsburgh Today" for 15 minutes or so daily) unknown here. Perhaps needless to add, engaging "talk" emcees demand a very top rate, radio's highest. OH, YES, about making money. WECO-TV will keep its rates "well below" the top radio card (KDKA) and plans to attract local merchants. "Frankly," Mr.

Bryan said, "we don't hope to reach the break-even point for at least three to five years." British artist Ronald Searle encounters an American phenomenon 'The Beverly Hillbillies' tries to uncover the secret of their universal appeal.
