The President today made public a letter urging upon Congress a modification of the law against hazing at the Naval Academy. Unless Congress shall promptly amend. the existing law against haalng which makes mandatory the dismissal any midshipman found guHty of any form of hazing the Secretary of the Navy may be forced "to dismiss thirty-three midshipmen from the Naval Academy within the next month. In addition to the eight who already suffered thla penalty and the three cases which are awaiting tha action of department. Secretary Bonaparte, after orsdng upon lndlviihial members of Congress the necessity for Immediate legislation, fully laid the whole matter before the President.

It Is admitted at the Navy Department if the present law is allowed to stand the vice will suffer severely. The Investigating of officers appointed by the superintendent of the Naval Academy to obtain evidence against all guilty of any form of hazing has already brought to light evidence resulting in the trial of twenty-flve midshipmen, of whom two have been acquitted, eight dUmiesed. one pardoned, while another. Midshipman Minor Meriwether whose case is now awaiting action by the department, has been found guilty and recommended for pardon. In his letter the President says: "I heartily disapprove of the practice ot hazing, and in common with all those Interested In the welfare of the academy, wish to see this practice thoroughly eradicated there.

But the punishment of dismissal is altogether disproportionate to the culpability Involved In some forms of hazing." The President says further that. In his opinion.
