Bail was born in St. Elmo, son of Eliiah: and Cornelia Bail. He was retired teacher and a farmer and a member of Fairview United Methodist Church. He married Harriet Fletcher in 1925. She died in 1974.

Surviving are his sons, Dale Eugene of Burbank; Robert Kent of Kansas City, Stanley Dean of Rock Springs, daughters, Mary Smith of Decatur; Karel Lee Ragsdale of St. Elmo; sister, Lulu Bail of St. Elmo; 17 grandchildren; 17 great-grandchildren. Five brothers and four sisters preceded him in death. Brown CLAY CITY James E.

Brown, 83, of Clay City died 5:45 p.m. Tuesday (Aug. 28, 1984) in Flora Care Center. Services will be 1 p.m. Friday in Hosselton, Bookhout Engelmeier Funeral Clay City, with visitation 6 to 9 p.m.

Thursday, with 7:30 p.m. Masonic service. Burial will be in Smith Cemetery, north of Clay City. Mr. Brown was born in Clay County, son of Thomas and Mina Brown.

He was a retired farmer, a member of Clay City United Methodist Church and Clay City Masonic Lodge. He married Marie Hunley in 1922. Surviving are his sons, Charles T. of Clay City; Johnny of Clay City; daughters, Mrs. Willard (Helen) Eyer of Olney; Nancy Brown of Clay City; brother, Ralph of Flora; sister, Vera Lutz of Noble; nine grandchildren; 12 One son and two sisters preceded him in death.

Frailey ty Hospital, Vandalia. Services will be 1:30 p.m Thursday in Miller Funeral Home, Vandalia, with visitation after 12:30 p.m. Burial will be in Pinhook Cemetery, rural Vandalia. Mr. Frailey was born in Herrick, son of Charles B.

and Lucy Frailey. He was a retired shoe factory employee and a member of Independent Church of Christ, rural Ramsey. He married Ona A. Willcut in 1933. Surviving are his wife; sister, Hazel Bonzon of Shobonier.

Friday in Taber Funeral Home, Oakland, with Thompsons reveal taxes SPRINGFIELD (AP) Gov. James R. Thompson and his wife, Jayne, paid nearly 21 percent of their gross 1983 income in state and federal income taxes, their tax return showed Wednesday. The Thompsons paid $20,804 in state and federal taxes on a gross income of $100,249, according to the returns released by the Republican governor for the 11th straight year. After taking standard personal exemptions and making other deductions including the maximum $4,000 for Individual Retirement Accounts the Thompsons listed a taxable income of $67,973 on their jointly filed return.

Thompson has made a habit of releasing his tax returns, but his dislosure this year came several months later than usual. David Fields, his deputy press secretary, said it took longer this year in part because Thompson filed an amended return in late June. "It just took us awhile to get it together. It took us longer than we would like," Fields said. The amended return reflected an $889 deduction available to Thompson for returning that amount in pay to the state during 1983.

Thompson gave the money back under the voluntary furlough plan he put into effect in late 1982 to save money for the hard-pressed state treaury. The Thompsons income-averaged on their taxes this year because of the additional income generated by Mrs. Thompson when she returned to work as a lawyer for a Chicago firm. She listed income of $32,000 from the firm of Silets Martin which she joined in mid-1983. Thompson earns $58,000 a year as governor, but did not report $4,370 that he invested in his pension, under a federal law that allows deferral of taxes on retirement contributions.

The couple also listed $6,353 in interest income, $7,000 in honoraria for the governor's out-of-state speaking engagements and $1,303 in book royalties for law textbooks Thompson wrote or co-wrote. Thompson does not charge fees for any in-state speeches, Fields said. The only cash contribution to charity listed by the Thompsons was a $180 donation to the United Way. He also deducted $600 for a painting he gave to the Executive Mansion in Springfield. The governor and his wife took a $480 credit for child-care expenses paid to a baby-sitter for their 6-yearold daughter, Samantha.

Of the Thompsons' $24,787 in itemized deductions, the largest entry by far was for interest expenses. The $17,309 for interest includes payments on Thompson's two home mortgages. Contribution story called 'offensive' ST. LOUIS, Mo. (AP) Geraldine Ferraro said Wednesday that a newspaper story raising questions about contributions to her congressional campaigns left an "inaccurate" and "offensive" impression about her family.

Ms. Ferraro said she had reported every contribution to her congressional campaigns since 1978 and denied that a recent contribution to her re-election campaign this year was an illegal corporate donation as suggested by the report in the Philadelphia Inquirer. She married Wayne Shanks in 1927.

(Hazel) McAdam of Lehigh Acres, one grandchild. Macon County Askins Leland R. Askins, 73, of Zephyrhills, formerly of Decatur, died 3 a.m. Tuesday (Aug. 28, 1984) in Lawrence, Kan.

Services will be 1 p.m. Friday in Dawson Wikoff Funeral Home. with visitation 6 to 8 p.m. Thursday. The body was cremated.

Burial will be in Hammond Cemetery. Mr. Askins was born in Hammond, son of Walter and Margaret Askins. He was a retired civil service examiner for the postal system. He married Bernice Sullivan in 1935.

She died in 1978. Surviving are his son, Leon M. of Decatur; daughter, Mrs. Hobart L. (Janet) Jackson of Lawrence, brother, Lynn D.

of Miami Shores, five grandchildren; five greatgrandchildren. One daughter, one sister and one grandchild preceded him in death. Hargrove Mrs. Henry M. (Elma R.

Riggins) Hargrove, 82, of Decatur died 5:09 p.m. Tuesday (Aug. 28, 1984) in Decatur Memorial Hospital. Graveside services will be 1 p.m. Saturday in Greenwood Cemetery, Clarksville, Tenn.

Visitation will be 6 to 8 p.m. Thursday in Brintlinger's Pershing Funeral Home and 11 a.m. to 12:30 p.m. Saturday in Tarpley's Funeral Home, Clarksville. Memorials: Forsyth United Methodist Church.

Mrs. Hargrove was born in Clarksville, daughter of A.B. and Rena Riggins. She was a member of Forsyth United Methodist Church, a former member of Liberty Cumberland Presbyterian Church, Clarksville, a member of Hickory Point Home Extension and Forsyth Home Betterment Club. She married Henry M.

Hargrove in 1925. He died in 1969. Surviving are her daughter, Mrs. Virgil "Bud" (Jeannette) Hendrickson of Decatur; brothers, Larry Riggins of San Diego, Byrns Riggins of Oak Grove, sister, Blanche Elliott of Detriot, two grandchildren; one great-grandchild. One brother preceded her in death.
