The conferees lunched with the colonel at the National Arts club and then put in most of the afternoon at the Outlook" office edltm the speech Colonel Roosevelt will make before the Ohio constitutional convention on February B. and on which he will make a declaration of his progressive policies. It is Just possible the colonel mar nre the opening sun of the progresslvea-ac eordlnff-to-Roosevelt campaign In the letter in which he will reply to the demand of the conference of progressiva governors held In Chicago last week for more light to guide them upon their war. but from what was said by those who talked with Colonel Roosevelt today it seeraa probable tlw letter to the governors will not be made public until after the Columbus speech.

To Figure in Colons Ta Speech. To Figures In Colonel's Speech. If the conference had as a part of Ha purpose the obtaining of the colonel's consent to a definite declaration of his candidacy, evidently It failed In that part. Mr. Van Valkenburg said later that It would be "principles and not persona that would figure In the colonel's Columbus speech.

He admitted that the greater part of tho time during Which he and the others were closeted with Mr. Roosevelt had been spent In going over and dlacusatng the various points la the speech. He nodded "yea" When asked If the speech would bo an enunciation of progressive prlnolples, There would bo no word In the speech, aid Mr. Van Valkenburg. concerning the colonel's position aa a possible candidate.

When Mr. Van Valkenburg and Senator Fllna came out Mr. Van Valkenburg broke tho news that Governor Johnson had slipped away. II was asked how the governor stood and replied: "Well. I don't think that the governor will go back to California and do anything to top tho Roosevelt movement When asked how about the Roosevelt com In Pennsylvania.

Mr. Van Valkenburg said: get some delegates, and when ashed If he believed with some enthusiasts that the Pennsylvania convention delegates will be mad up of at least ae-thlrd Roosevelt men. ho replied that Pennsylvania has a "pretty good ballot law" and that "the Roosevelt sentiment la strong, although the machine has oatrei. Will, Answer Governors Within Two Weeks, Perhaps. Uo added that be understood that Mr.

Roosevelt will answer the message tor the governors from Chicago within two weeks. Senator Plinn said that It was (business as much as anything else that brought htm to New York, since he had a big contracting Job to look after. He said that he bad first called on the colonel several days to find out where he stood, and that his answer to ques-tloao about the colonel's willingness to ran was to be found In the fact that he had gone back to Pittsburgh to open Roosevelt headquarters In that city. Tbe hadquar.er are still open, ant they will remain open. said Mr.

FUnn. Re said that In his opinion Colonel Jtoecevolt will have to be nominated and when asked if be meant that the aitua- Ilea waa "up to ths colonel." ssld that tt might be put that way.
