McKeithen gambled by delaying the special session, now scheduled for Nov. 28, until after the election. His advisers felt that a session before the election might have hurt the amendment's chances of passage by giving the opposition a forum. The gamble paid off big.

But McKeithen is faced with other problems that could prove sticky for him between now and the next governor's race. His opponents will be keeping their eyes open. The immediate problem appears to be state finances. The administration's top finance men are worried about a possible deficit this fiscal year. A tight money market also has put the pinch on selling bond issues.

A number of construction project? have been delayed because the administration is reluctant to sell bonds bearing a high interest rate. The Public Affairs Council, a private, non-partisan research group, has said that the state does not have the money on hand to give teachers additional money. The governor and his advisers insist that the money will be on hand but decline to say where it is coming from. They play down talk of a tax increase while leaving the door open for one. The governor agreed to put a teacher-pay bill in the special session after education leaders pressed their demands.

In the midst of the two-term fight, the powerful Louisiana Teachers Association disclosed that teachers had been polled for their position on the proposal. Although results of the poll were never released, it proved influential in the governor's decision to include a teacher pay bill in the session. Legislative reapportionment, ordered by a three-judge federal court, probably will be easier now that McKeithen's hand has been strengthened. The governor has promised to support the proposed realignment plans of his special commission. SECTION 1: Chapter 23 of the Code of the City of Lake Charles, Louisiana. 1956, to hereby amended by adding thereto Section to read as follows, to wit: "Sec. It shall be unlawful for any person owning or occupying private property within the City of Lake Charles, Louisiana to plant, grow, erect, permit, maintain or cultivate any bushes, shrubs, vines, weeds, undergrowth, loose earth, signs, fences or other obstructions, except buildings and similar structures affixed to tie ground, located within twenty feet from the corner of any block of any public street, road or highway in the City of Lake Charles, Louisiana, unless said bushes, shrubs, vines, weeds, undergrowth, loose earth, signs, fences or other obstructions shall be main- twined so as not to exceed the height of thirty-six inches, and do not obstruct, the vision of pedestrians or operators of vehicles traveling upon any public street, road or highway so as to constitute a traffic hazard; such twenty foot measurement to be computed at the point of intersection of two lines extended parallel with the curb line of the public streets, roads or highways intersecting and causing such corners. (K) Any person who fails to comply with Paragraph (1) of this Ordinance within ten days after receipt of a notice in writing from the Dirtctor of Public Works so to do, shall be punished as provided in Section 1-6 of this Code. The notice provided for in Paragraph (2) of this Ordinance shall presumed to be received by the person owning or occupying the premises Vhen deposited in tine United States Mails for delivery to said person.
