That's as old as Methusa'a, this thing of rrviDg stop thief, when the man who cries it has his own pockets full. I don't like to be called a jobber when I am Dot in terested in the thing a five cer.t piece. If tbe newspapers are paid for their com munications 'hat's a matter of business and is ail right, for I believe a lawyer has a right to defend the greatest rascal in the worid. ow, I am in favor of wait ng a few days till we see whether the Allegheny aliey railroad will graot ns the right of way along their line.

MORE A ROCMENT FOR BITLF.R STREET. Maj. Negiey One thing to be remembered is that if tbe Allegheny Railroad Company have simply purchased the right of way for their road then the property holders may be able to recover from us for laying the pine there. One reason why I favor the Butler street route is te-caue the engineers, Chessborongh and Lane, favored it. They say also that, ther ought to be two reservoirs, and I believe we will yet have to complete the Brilliant Hill reservoir.

Mr. Negiey continued to build np an argument favoring Butler street on arguments and opinions advanced bv Ches-b rougbt I-ane and by Colonel Milnor Koberts. Mr. French I intend to stand by the Butler street route till you show me a better. I believe with Mr.

Negiey that you will have to come back to tbe Brilliant reservoir; that you will have t-o complete it. Talk about" jobbery. Now no person has ever come to me in the interest, of the Butler street route. Why the very paper (Commercial Gaze'te) that cries job, bad a change in tbe very column where they cried job. Tbey say tbe South Side cannot get water by "the Butler street route and then suggest tbe A.

V. route. Now how in the name of heaven is the South Side to get water by tbe A. V. R.

K. ronte when tbe water must go throngh the same pipes in Lawrenceville as in the Butler street route I tell you if there is bbery it is connected with some other route. BfTLEtt STRKF.T ADOPTED. The ouestion was now called on Mr. Fo ley's motion to approve the report of th Water Committee, Mr.

Johnston amen.t-raent not having been seconded. The motion was carried by a large majority and Council adjourned. TO OMH. Iefrfnr of tbe -rey moti Knap Battery I vpbIUK. The Eighteenth Kegiment (lmquesne Greys), left last evening for camp at Chautauqua.

Their would save a grea deal to the dry nnlepH the Pennsylvania Rtilroail Company should impose many and expensive condition on the city. But the officers and d-rw tr have no riant to grant the right of way to the city under a decision of the Snprerne Court. This if entirely foreign to mil road matter, and their dntin confined exclusively to railroad affairs. The permis-tion to lav the pipe must ti-e given by the stock hoM era. Another obj-cTion is that the AUeheny Valley road is b-avily mortaagwl, and should the road fall into the ban-is of third parties thv might take possession of onr pipes, al'boJi nndr ground, S'ill, I don't pe that thia should cause a postponement of or action to-day We ttbonld approve the of the Water and should receive bids so that we can nave the work done this year.

A3 JOBBERY. There ia one peculiar feature in connection with the water worics. If any proposition brought up against the opinion of two or three city otiUnala, the newspaper, or some of them at least, straightway cry out. "A job." "A job," "A job." Now why this is so I don't know. Some say that the papers are rd for it; others that they do it pro jmhiifo.

But it is curioos that some of the pap rs always get np a false pah ic opinion about projects which two or three certain individual oppose. Now I fail to see where the job comes in It is said that the Butler street route will benefit certain property holders, but there ia nothing in that. Another point is that this route will not be able to supply the ftonth pide, and will benefit the South Side Water Company. I have a little stock in this company, and will not rot on the contract, bat I deov the assertion that it will benefit the Mooongahela company. The plan of bavin? tbe water pumped away np into tbe Hilaml reservoir, and then bavin? it flow back again, will help the South Side company more.

It will be ditlienlt to keep pumping enough wat-r to such a high eie-vatiou to supply tbe old city. E-STI AT KD COST OF THE IF ERECT ROUTES. There are three routes proposed; tbe But ler street, the Morning Side road, and the ftt. Ciair street P-nn avenue route. There are different reasons why the Butler street route was aborted by the Water Committee.

In the first place the Butler street route is the cheapest. Accordingto tbe Kngineer's report the cost of these routes wou'd be a follows: rSrtfler street route, St. Clair streer route, lug Si.l route, w.mj. ineseconarea son is that the Engineer savs the Butler street route is safe ani practicable. Objec tion was made in Select Council that En3inier wonld not say that the route was tafe bevor.d a shadow of doubt.

I don't pin my faith to the Encineer's eieeve, but be is a cautious man and I don't blame biro for not positively stating there will be no slides. nnril he can mate Jfuii exam ination. The Butler street route would ave the taking up of one and a half miles nf 3 inch pine now laid on Kufier st eet. This pipe would have to be remove! to enn arenneand there be re-laid. The But ler street rouf would also save tbe Tearing np of four miles of wooden pave- juent.

To tear up rout mites of wooden pave jneiit 10 feet wide would be a great expense. "We should let the rotten wooden pave- -nifttit all irotozether and bury it in oblivion. Another reason for supporting the Butler reet rone is that it in ready at any day for commencing the work. TUP 2'MNXH I'M'K PrMPINfJ INTO THE MAINS. But you can also furnish a full supply of water ny tbe riutier street ntuw.

Tbey av not because there is a 20 inch nil on But. er street, from Fortv-TMurh to Thirty second streets. Now ther is a svstem of pipes in Liwrenceville carllei to tbe i' inch main. ou cn con iict thesi branch nines to the incb main, thus suiilv IwrncwviUe and let the old city and South Side be supplied from the main. Thee branch pipes couid comit'C with the iv'i-inch main, both be- tvttd KorfT-nicth strert and on the west iHide of ThirtT secnd street.

This would a fuil (-uppSv. But another fa- turrt. vou can imrnp directly into the main. I have consults! different eninerji and thev all sav this is practica ble. It is done at West Philadelphia and Chicago.

If the inch main be laid along this route we can bud precisely what pressure wili needed to ftend the water throuco the into toe city, ana men pump the tlunt biuh enough Iito the rising main u-y g've pr-cisely this pressure Should the ri-r be ntu ldy at any particular time the shut od co h-t used, the water pump! into one reservoir and clear srater be ailowett to ti-iw from the iher compart- luent iufo the distnonting main. 1 Mr. Johu.t4n Will not this argument apply to the A V. 11. nut-V Mr.

Mellon Yes sir, ami for that reason I want the Wat-r Commit ree to-night to ap- p.iiil a commit to see whether we can gf the right of way. Mr. Karcur I am oppose! to this whole thing. It us finish the engiues tirt. I will vote against the Butler street ute.

FAVORS ST. LAIR STKKET. Mr. Ford me reason why I voted for RiiiliT street rout is because tbe ieopie ire crving for water, and we have mtdions upon millions of gallons water in the liuatd reservoir, and if tbe distributing rnms only te laid this water can be sup to the citiz-ns. When I voted for iit street route tlm Engineer said it wan perfectly safe.

Since that time be has piaitid his statement, and I contend that the neat ion of security is to be considered XAxht-r the tjueNtion of a trifling addt- fi ripj-nse. The route should be safe above ail tbingi else For the Rutler street rout we bum cut another ertlaent chara-ler Into tar. Hi land renervoir. There would be girat danger to the reservoir in catting another hole into it. A inch main on a rti ui of the St.
