News may not be able to satisfy your op ponents In a tournament a ques tion of this kind may be put up to a committee of experienced players who then have to decide what the average reasonable player would have done if there had been no hesi tation (After served on such committees for many years as I have consider it a cinch to answer such questions as how many angels can dance on the point of a needle) None of these problems plague the players in an average game or one thing almost all of their bids are doubtful and hesitant or another the other players are so busy with their own problems that unaware of hesitations or tones of voice Where innocence is bliss folly to be wise A hesitant double caused trouble when hand was played in a recent world championship opening bid of 1NT promised 16 to 18 points in high cards with balanced distribution and strength in at least three suits jump to three spades promised a very strong suit and good prospects of making nine tricks West thought of bidding 3NT but sure his partner had a spade stopper West next thought of bid ding four hearts but feared a bad heart division West considered a pass but hated to do so with eight local telephone companies for origi nating and terminating long dis tance calls on the same basis as and its long distance competi DeBakey explained He further explained that in the regulatory lexicon of the CC an service provider" is any firm which offers voice or data ser vices that involve information stor age changes in the content or for mat of a message interaction with a data base or stored informa tion or any other kind of computer processing In other words the CC proposal would apply to value added data services electronic mail on line da ta bases and a myriad of other com puter service offerings now widely used by individuals businesses government and academic institu tions including libraries or high volume providers of in formation services the increase in costs will be staggering The impact will be felt most strongly by users who subscribe to (now) relatively inexpensive information services like QuantumLink and CompuServe as well as The Source that are popu lar with home computer Consider for example the prob lem of the hesitant double You open the bidding with one spade the next player bids two hearts and your partner doubles after a long hesita tion What should you do? Normally you allow such a dou ble to stand unless you have a very unusual hand After your long hesitation however you may be aware that your double is doubtful and you may take the double out instead of letting it stand If so your partner has conveyed unauthorized information and you have taken advantage of it In the expert game you are supposed to act as though there had been no hesitation You bid or pass just as though your partner had doubled af ter one second instead of after 20 seconds It always easy to know what you would have done if something happened Even if you can intent of non circulating legal ten der is to reverse law and let bad money beget good Not all the listings are products of mints seeking to supplement for eign trade income Some are prod ucts of the imaginations of Quixotic individuals who have slipped past the claim of being king by their own firesides to that of monarch of lost or imagined dominions When Miguel de Cervantes Saa vedra begged the indulgence of his readers for prefacing Quixote de La he pointed to the take for granted that else will set things DeBakey said mistake Write the CC There is no preface to Colin reference book "Unusual World It is intended to be a standard catalog of world coins with companion listings and price guides for non circulating coins Many of the listings are Third World endeavors to seek funds from America by picking the pocketbooks of numismatists The majority of the issues are limited editions nev er intended for circulation issues upon which is stamped a design of little consequence to the country and a denomination of higher value than is found in trade The prime Be frugal Temporary dismissal Article Party givers Kind of bunny Beat par Vicinity Audubon Soci ety member? unfortunately over their individual objections they convince their colleagues in the Congress and the bureaucrats that someone should be concerned over the plight of the home user I have a sinking feeling that the home and small business user will soon be paying much higher prices for the now fairly reasonable ser vices available or have to give them up But DeBakey suggests writing to your
