By WILLIAM C. STRONG SPRINGFIELD (AP) A trait crucial to any recession-era governor is managerial talent the ability to run state government when the flow of money into the And whatever sloganeering Illinoisans hear this election year on a variety of issues, they may decide the person best able to keep the state's finances in good order should be governor. Because, at the outset of 1982, managing the state's finances looms as a key issue in the Illinois gubernatorial campaign, perhaps the most alluring of the 36 statehouse races this year in the United States because of its nationally known combatants. When people have to make do with less, they expect government to do the same. But they also want basic government services main--tained education, social programs, public safety, transportation.

More than ever, state government must balance those public wants. Republican incumbent James R. Thompson talks about creating jobs to help reduce Illinois' unemployment rate, fourth highest in the nation. Democratic challenger Adlai E. Stevenson III speaks of "revitalizing" the state economy by ing new markets for its goods and other steps.

NO TRADE NEEDED Both are admirable goals, and with imagination, progress could be made toward reaching them. In trying for an unprecedented third straight term, Thompson has the problem of any incumbent during hard times: the public wants On the positive sidev, Thompson has done a creditable job of keeping the state budget in decent shape.

Stevenson will have to convince voters he'd do a better job and that cuts he'd make in the budget would come at the expense of bureaucrats and not welfare mothers. Stevenson will have the advantage of the challenger. While Thompson wrestles with realities of the state's checkbook, Stevenson can say anything he wants about how he'd do things! If Illinois' fiscal health deteriorates further, people may listen to him. As national political researcher Richard Scammon recently wrote in Public Opinion magazine: "The reality of facing an election concentrates the mind wonderfully on what people really want from government." Or, in the example of taxes, what -they don't want. Add designation for corresponding radial sizes.
