May 27, 2007 LOCAL THE OAKLAND TRIBUNE METRO 5 New Oakland building plans trouble prese preservationists A past news posed residential CCORDING week, new report a to this pro- 37-story a condominium project on Alice Street in the Historic Lakeside Apartment District generated a good deal of public comment when it was presented at a recent planning commission meeting. If built, the 395 foot structure would be one of the tallest in Oakland, second only to the nearby Ordway Building. The proposed design 1 by J. Jeffrey Hall of Gensler Architects, unveiled at the Wednesday hearing, calls for the incorporation of an Art Deco style concrete garage structure built in the 1920s, already present on the site. After the meeting, the property owner told a reporter he would most likely abandon the project for now, but the proposal worried Oakland history buffs, The garage is across the street from the Malonga Casquelord Center for the Arts, originally the headquarters for the Oakland Women's City Club, (also erected in the 1920s).

A historic building evaluation report on file at the city's Planning Department reveals that the garage, designed by the then locally prominent firm of Reed and Corlett in 1927, is a rare surviving example of its type. The report goes on to state that the Lakeside Apartment District occupies the area bounded by 14th Street, Harrison Street, 17th Street, and Lakeside Drive, on the eastern edge of the Central District commercial core. The district is characterized by medium wood-frame or brick two- to six-story apartment buildings, all built between 1907 and 1928. The styles are mostly beaux arts derivative, the report states, with Renaissance Baroque ornamentation; it is one of Oakland's best concentrations of medium-scale early 20th-century multiunit neighborhoods and reflects the city's rapid development following the 1906 earthquake. Prior to the 1906 San Francisco earthquake, the district was home to many of Oakland's early pioneer families who followed Samuel Merritt's lead, and built stately Victorian residences, surrounded by gardens, fountains and glass conservatories.

Merritt was a medical doctor by training, and invested in property, starting in the 1860s. He put up the funds to construct an earthen dam at the 12th Street end of the marshy slough, which resulted in the creation of his namesake lake. Merritt's own grand residence occupied the entire block bounded by 14th, 15th, Madison and Jackson Streets. The first apartment buildings to appear in the area most likely were built to quickly respond to the housing demand created by San Francisco quake refugees who came over to Oakland. Another factor was the opening in 1912 of the grand Hotel Oakland, nearby on the block bounded by 13th, 14th, Harrison, and Alice streets.

During its heyday in the 1920s, the hotel was considered to be among the Bay Area's most sumptuous hostelries, like The Palace, or the St. Francis Hotel in San Francisco. It was the scene of many gala events where the city's elite arrived by automobile (and probably parked in the nearby garage) One by one, the Victorian mansions in the neighborhood began to disappear, the original families moving to newly emerging districts north of the lake. In 1926 the home of society matron Emma Shafter Howard (history files say her holiday parties were legendary, she was the first person in Oak- MO 8 4 Seasonal Theatre mini KTOP-TV THE 1927 FORMER Women's Club Building, now the Malonga Casquelord Art Center on Alice Street, is an anchor in the historic Lakeside Apartment District. After several decades of civic use a as a site for women's activities, the clubhouse was sold to the city of Oakland in the 1980s and converted into a space for performing arts. Naomi Schiff, of the Oakland Heritage Alliance, spoke at the Planning Commission meeting, expressing concern that the proposed new high-rise would be out of scale with the performing arts center, as well as the other midrise vintage apartment buildings on the block. "We applaud the idea of keeping the old garage as part of the new complex, but we feel that a new super-tall building does not work there," Schiff said.

"We are for historic preservation, which should go hand in hand with sensible density." she adds. Schiff also favors the continuation of public meetings to discuss other new projects near the lake, which could impact public views. "It is a very important issue right now." He was preceded in death by his mother in 1999 and by his father in 2005. Robert (R.A.) was a 1963 graduate of Fremont High, where he excelled in Drama, pushing boundaries to their limits to the hilarity of his peers, a characteristic which fol-lowed him throughout his life. His professional stage career began with regular appear-ances on the 1960's hit show, 'Dance Party', and continued with him roller skating with the 'Bay Area Bombers', but he is best remembered for his stage work with Local 16 IATSE and ILM of Lucas Films.

To Robert, the world truly was his stage. Whether the setting was where he worked, in his kitchen, or in line at the grocery store, Robert made us laugh, sometimes at him, of-ten at ourselves. Treasured and trusted by many, Robert had a rapier wit and was a strange mix of kindness, brutal honesty, and irreverence. He was his own one man show.
