The tlicers and men of the Twelfth, as embled at City 1111 yesterday afternoon to take some action towards a refutation of the tbaries rnado Col.

Campbell. Orderly Sergeant McNary.of the Wash- inirton l.iues, was chairman. Col. Campbell ma le a statement, rubstantially the sni" as that in the card below. This serred to satisfaction to all except the City Guards, the members of which retired with the avowed determination of paying tbmr own bills, and demanding the rotunding of the money withheld from them for regimental It was then resolved that each company select one private, the whole to form a board for auditing the claim against the regiment, after which the meeting ad journed with nine cheers for VA.

Camp- twill. Col. Campbell's card is as follows: Mr Kditor Understanding at Cock. eyvnle, a few dj since, that some members of the Twelttb Hpgirnent (who had returned to this county) were quite busy in attempting to damage my reputation, 1 sent thi Mowing telegram to a friend for publication ClX KETSVlLl.E, Jill? 29, IStil. 1 Hill arrifft with my rfimnt tomorrow or Wiitneidf and rountraei inn nbuee roK-d U(-oq l.y men anxious exculpate theiiuel ii "in ilinh'-nor limrfr iee.

I si all now proceed tomukeihu promiee good, t-nd trust that I may succeed in re moving the edects produced by malicious oiander. 1 feel eomHwhat Sensitive in be-itig compellud to resort to newspaper j.ub-licalions for the vindication of my chart acter for naked honesty, erpeciaily in a city in which I have all my life resided, and in which, all my hopes and interests are blornied.

Kuouh of this, however, for the The charge proferred against ma is lLat two dollars ttlty cents was deductel frf.iu the pay ot each soldier in my regiment, without any explanation being given, thereby leaving the inference to bo drawu that I had appropriated this money to my own use. Now mark how plain a tale will put this down. In the rapid organization of volunteer forces many expenses are incurred not pro vided for in the regulations, but which, iioverthe are honestly contracted, and should be honorably paid for. Of this clasa of etpenses is an item of bearding lor the members (Jompany iv, (uny Guards) whiht at York, l'a amounting to one hundred anil siity-nine dollars, which has repeatedly been presented for payment, and which it was intended should have boon adjusted out of this fund. In addition thereto was a bill for the services of a private physician, who attended one of their members ucring a long and dan gerous illnes; that oldier, by the way, deserved all the earn and attention that was or could bo bestowed upon him.

There is also another bill i one hundred and Ufiy lollars contracted for bv Company 15, (Uuquesne Ureys.) with a well known hosier in this city, whicu it was intended also to have paid. 1 mention tWa two companies lrom lhe lact luat all the ru mors have, $43 tar a can understand, emur.aled from them; iu th' lir. from a great budy of them who. having returned from thesrvica of their country Svmedays brforo tt.o expiration ot their enlistment. thought it necesfary to attack the rcpula tion of the commanding officer of the reg imunt, with the Lope and expectation that the excitement consequent thereon would avo tuoin irorj tn merited contempt which corduct deserved.

In th-j iPCf-nd the 1 ro- ct-cdrd fri in a o.istilutiornil and pptic grumbler, who is-attached Comp.aoy and had the reputation of bisin a Tieys paper cor retpoiiucnt, wnose letters were written over the initial and who would aoriiico the refutation of tt corps to which he is unfortunately attached, by dragging int.) notice transactions which houid have been screened from the public gaze. With regard to the allusion mJe by this correspondent to the custom of paying rrg'mintrd bands out of the pay of inn commis-doned officers, I think that the contribution to this fund by them has been literal, and that, should the overplus t.eessary tj settle for that branch of the encroach slightly upon the pay cf the private toldier, there should bo no grumbling or otjection. There are many other bills which il was in contemplation to pay, in tbo different companies of the regiment (and of some magditud i too) to which I do not care to refer, as I havo discovered no disposition on the part of their members to carp or complain. Tbo companies from the rural districts have acted with discretion and good taste, eatUlied to await the report of lhe disbursing officer without dragging into public notice the private affairs of the Regiment When the assessment was made, the understanding was explicit and diatin that the bills for which payment was to be asked were to bo submitted to a Hoard of Officers for approval, and that ehould there be any surplus funds after paying such debts, it would be returned to the contributors pro raUi at the linal muB ter out and pay. I am not the receipient nor lhe custodian of the fund, not acknowledging myself as a financial or buU liotu agent for the regiment.

The funds are, however, deposited by the who will disburse them honestly and faithfully. My object in creating this fund, was to pay debts justly and honestly duo lrom members and companies, to honest citizens of 1 ork and else hero, and thereby pre serve the character and reputation of the ragtment tor unanciat, as wull as martial discipline. The subsequent conduct of some of its membors convinces me that I acted with commendable precaution. David rittsburgh, August 1st, 1801. ACKNOWLIDTiMEMT.
