computer chips the US government says but now a new problem: a scarcity of Japanese chips The Commerce Department said Monday that Japan which earlier had ceased computer chips or semiconductors at bar gain basement prices in the United States also has stopped the prac tice in foreign markets That finding is likely to lead to a further reduction of the $300 million in retaliatory tariffs rities rose in auction to the highest level in two weeks The Treasury Department sold $64 billion in three month bills at an average discount rate of 580 percent up from 512 percent last week Another $64 billion was sold in six month bills at an average dis count rate of 624 percent up from 598 percent last week The rates were the highest since Oct 19 when three month bills sold for 684 percent and six month bills averaged 721 percent The new discount rates under state the actual return to investors 598 percent for three month bills with a $10000 bill selling for $985340 and 655 percent for
