100-Plus Southern Law Teachers Back High Court's'Rights' Rulings NASHVILLE. Tenn. More than a hundred Southern law school deans and professors gave their joint support Saturday to the U.S. Supreme Court's recent civil rights decisions. Such rights are based on justic and order as guaranteed by the U.S.

Constitution and federal laws, the group said in a statement signed by faculty members of 22 law' schools in II Southern The statement, 1 a di here by Vanderbilt University! and by the other 21 law, schools, chidcd those who would disregard national law when it conflicts with state laws. The signees criticized public officials who violate the federal law and said "they iiy flict a grave injury to our country at home." Furthermore, the statement continued, "These men inflict an even greater injury on our country abroad these thoughtless persons, while not in the camp of our enemies, do our enemies' work." A spokesman at Vanderbilt said the "statement on law and race relations" resulted from a scries of informal discussions among law professors in Southern institutions over the past several weeks. "Some Kind of Stand" "We felt that the issues involved in the current civil rights controversy required some kind of stand from those of us who are in the teaching end of the legal profession," said the spokesman, who asked that his name be withheld. The statement rejected as invalid all the common arguments against imposing civil rights rulings on a state against its will. "The equality of all citizens in Iho of civil rights is guaranteed by the constitution and by the principles of a free people on which our government rests," the statement said.

The doctrine of interposition a state standing between the nation and an individual termed another form of nullification. Cite Civil War "Its natural consequence, secession, led to the tragedy of the Civil War," the profes- contended. "Its use by the 50 states today would pull our country to pieces. It is a backward doctrine that is as out of date as feudalism." Referring to the argument that the Supreme Court has no specific authority for invalidating the separate -but- equal doctrine for racial segregation, the statement said: "This argument leads on to anarchy it implies that every person is entitled to interpret the law for himself and to act accordingly." The Supreme Court of the United States is the final interpreter of national law, and not any state supreme court, the professors contended. They criticized political candidates who promise to resist national laws he may not like through the use of state laws.

Constitutional Provision "The reliance on the terms of a state statute is footless in light of the constitutional provision that the laws of the United States are the supreme law of the land," the statement said. "The appeal to a campaign promise is overridden by a greater oath. "For the successful candi-i dale when sworn into office; takes an oath with the people as witnesses to uphold the; Constitution of the United; States. The official who would! deny controlling effect to ourl national law violates his oath of office as well as our fun-, damental law." i The statement was signed by deans and law school pro-: fessors in these Southern colleges and universities: i The University of William Mary, University, of North Carolina, Duke University, North Carolina College Law School, University of South Carolina, University of Georgia, Emory University, Miami University, Florida A University of Kentucky, University of Tennessee, Vanderbilt University, University of Alabama, Louisiana State' University, Tulane University, Loyola of New Orleans, University of Arkansas, University of Texas, Texas Southern University, University of Houston and Southern Methodist University. MARINETTE Four young hoodlums invaded a 'rural Crivitz home early Saturday, and abducted and raped a 17-year-old girl after terrorizing three persons with a gun and a knife and ransacking the house. The last of the four was arrested late Saturday afternoon after a 13-hour manhunt when a passerby saw him hiding and notified authorities. The other three were arrested soon after the girl was attacked when a single officer located the gi-oup in a gravel pit.

Carl Cast, about 24, escaped, but was found later about eight miles away. He was hiding in a woods along Highway 41 near Wausaukee. Cast was identified by Marinette County Dist. Atty. Daniel Miron, who said the four would be arraigned on charges of rape and burglary.

List Others Miron identified the other three as Edward D. Ertman, 20; Bruce H. Dewitt, 20, and Dale Wiese, 24. They and JGa.si are all from Green Bay. All four are from Green Bay, and Wiese is married and the father of one child.

Miron said Ertman and DeWitt had admitted raping the girl. The victim of the attack was released frorn the hospital Saturday afternoon. She weighs scarcely 100 pounds. Two of the men accused of raping her weigh approximately 210 pounds each. Sheriff Marriner Kohlman said a car used by the four Green Bay men was found near the gravel pit where the rape look place.

Also in the house was her 18-year-old! brother. Her father was not at home.

The first act of the intruders was to cut the telephone wires. The girl locked herself inj a bedroom, but the men broke in and dragged her out. For the next 30 minutes or so, the men ransacked the hou.se, took a rifle and fired it out of the kitchen window, tossed a cherry bomb on the floor, brandished a butcher knife and threatened the two young women and the 18- year-old youth. Kohlman said the intruders apparently planned to rape both the 17-year-old girl and Iher sister-in-law, but released the latter at the girl's request, The men then forced the girl to accompany them to their car and they left, taking ithe rifle and butcher knife. A call was made to the sher- jiff's office from a neighbor's home.

County Traffic Officer Donald Witt, following directions furnished by the girl's relatives, caught up with the group at the gravel pit two miles away. He was able to take three of them into custody but the fourth man escaped. PARK IN THE DOWNTOWN RAMP NO METER FUSS CONVENIENT MONDAY HOURS 9:30 AM. TO 9 P.M.
