The United States is committed to preventing the balance of power from swinging against Israel. But just what constitutes a “balance” is usually in some disagreement. The United States has yet to supply the additional Phantom jets Israel wants. Israeli planes flying into Egypt would face missile defenses emplaced since the 1967 war, and possibly Soviet as well as Egyptian planes. In 1967 the Israelis were able to launch a pre-emptive strike, destroying much of Egypt’s air force on the ground. The U.S. calculation presumes that under a “balance” the Israelis would be able to repel Arab attackers without overly heavy losses to Israel. It figures Egypt’s canalcrossing capability is as yet limited, though Israel would suffer more losses now in repelling an Arab invasion than it did in the brief 1967 fight. The “balance” still would prevail, in the U.S. view, even with Soviet pilots on Egypt’s side, providing they flew only defensive missions. No doubt if you’re driving, Earthquake Measured PALMER, Alaska (AP) — An earthquake measuring 7.8 on the Richter scale was recorded Tuesday night off the east coast of Siberia’s Kamchatka Peninsula, the Palmer Observatory reported. A seismic sea wave watch issued by the observatory for Alaska’s Aleutian Island chain, about 800 miles east of Kamchatka, was later called off. The quake was centered about 1,700 miles west of Anchorage and was not felt in Alaska, the observatory said. Japan’s Meteorlogical Agency also issued a wave warning but lifted it four hours later after determining that no unusually high tides would hit Japan. Seismographie instruments in Washington located the epicenter of the quake on Kamchatka, where a smaller tremor registered 7.3 on the scale Nov. 24. But Japan’s meteorological agency located the focus near the Komandorskie Islands, about 150 miles east of Kamchatka. it’s best not to drink at all. December payments were mailed to county treasurers today, according to Dr. Arthur Mallory, state commissioner of education. The first of the quarterly payments in September totaled $84 million—29.17 per cent of the total 1971-72 allocation. The final payment is scheduled for March. Mallory said the checks which went out for distribution today represent about 20.38 per cent of the apportionment for the fiscal year, the December payment last year was $35.6 million—about 15.93 per cent of the total allocation. LOUIS (AP) - More than 45 area businessmen have signed a newspaper ad calling for further study of where to locate a proposed $350 million second commercial airport. The ad appeared in St. Louis newspapers Monday. It was sponsored by Citizens for Missouri Airport, a group working for construction of the facility west of St. Louis, in St. Charles County. The East-West Gateway Coordinating Council is studying a request for federal money to buy land for the airport near Columbia, 111., about 20 miles east of St. Louis. That site is favored by the Metropolitan Airport Authority—formed to get the airport for Illinois. ‘‘We are obviously interested in our people being able to reach the airport in a reasonable time. And while not professional airport planners, we can appreciate that this is a complicated, difficult issue to resolve,” the ad said.
