You know7 that I and my family have for years been residents of this city.

I have been Mayor through a very trying period, a time when it was almost impossible to get needed materials and other things for city needs. My administration, however, carried on and kept things going. I have no (5) year but w7hen elected I do propose to continue to give to the city of Rushville an economical, considerate and efficient administration, always bearing in mind the wishes and rights of the taxpayer. (1) TIME TO I have been Mayor I have devoted a large portion of my time to the administration of and looking after city affairs, and I propose to continue doing that. I am definitely interested in seeing that Rushville has the best and most economical city government, and in seeing that work already begun is completed.

(2) are two municipal corporations in the city of Rushville the CIVIL CITY, of which I am the head, and the SCHOOL CITY" operated by the School Board, with which as Mayor, have nothing whatever to do, and over which neither I nor the City Council have any control. Each levies its own taxes. In comparison with other cities, the taxes for the civil city of Rushville are extremely low7. The total increase for the civil city for this year, over the year before, is only thirteen (13) cents per hundred. The total tax rate for the Civil City is only $1.03.

It has been my policy and that of the present administration to keep taxes as low as possible. That will be done in the future. (3) CITY WATER LIGHT PLANT The City Water and Light Plant has been rebuilt, in a large part under my direction, without putting any debt whatever on the city, and without increasing taxes, the entire cost being paid from receipts of the plant. Having started the work, I naturally would like to complete it. Your plant has been kept in operation at times under very adverse circumstances.

The entire administration has been pledged to PROTECTING THE PLANT AGAINST OUTSIDE INTERESTS, and I pledge a continuation of this policy, that I will continue community minded as against private public utility minded. Serious efforts have been made to break in on the plant. These have been and will be resisted. For the years 1943, 1944, 1945 and 1946, a total of ONE HUNDRED THOUSAND ($166,000.00) Dollars has been used from revenues of the City Water Light Plant to keep down taxes in the city of Rushville. In the present year there will be better than Fifty thousand ($50,000.00) Dollars used for that purpose.

Without this the taxes for civil city would be at least One Dollar ($1.00) higher. The work of rebuilding the plant should be completed during the present year, and paid for from current plant revenues. It will permit increased service. It will permit possible reduction in rate as well as increased income to be applied to tax reduction. This I pledge.

BY REBUILDING PLANT AND INCREASING SALES OF ELECTRICITY THE ENTIRE CIVIL TAX BURDEN CAN BE MET FROM PLANT REVENUE. THIS HAS BEEN THE AIM OF MYSELF AND THIS ADMINISTRATION. (4) SEWAGE complete survey of the sewage system of Rushville, including the system for the southwestern portion of the City, as well as other portions, HAS ALREADY BEEN MADE. When material and labor are available work will be commenced. Plans have been drawn for the sewage disposal plant, and the plant will be constructed when it is possible to do so.

No contractor would undertake this job, or any of this work, except at prohibitive cost up to the present time. And much of the material has not been available. (5) law governing cities like Rushville limits the responsibility and authority which may be vested in Boards, appointees and employees. There is no Safety Board but only a of Public Works and consisting of the Mayor, as chairman, and a member of the City Council, and a third appointed member. This Board is subject to City Council, and as head of this Board, I have insisted it be conducted for the citizens and taxpayers as a whole and not for a few.

THERE ARE NO PRIVATE CONTRACTORS NOR FURNISHERS OF MATERIAL FOR THE CITYr, NOR THOSE WHO HAVE INSIDE INFORMATION NOR ACCESS. There may be some who would like to be. THEY" WOULD NOT BE FOR THIS ADMINISTRATION, NOR MY NOMINATION. The present administration has attempted to get employees who could efficiently do the work within the limits of available funds, and with a view of keeping taxes at a minimum. There has been no effort to employ high priced, high powered persons with grandiose ideas to regiment the city and citizens.

The citizens of Rushville are able to operate their own government and institutions. (6) POLICE AND the years 1943, 1944 and again in 1946, the CITYr OF RUSHVILLE RECEIVED not only the Indiana Traffic Safety Council award, but also the National Traffic Safety Council Award. I pledge to continue the program instituted since I have been Mayor which has been responsible for the receipt of these awards, and for keeping crime at a low ebb. I make no promises except to taxpayers and citizens of Rushville, and that is for an efficient, economical city government, done in the democratic way. I do not intend to force upon the people something they do not want.
