Crosse Tribune, Tuesday, July 15,1975 budget Passage Unsure Despite Demo Majority By USA C. BERMAN MADISON. Wis. (AP)-The $3.2 billion state budget faces life or death this week as the Wisconsin Assembly tackles the 1975-77 spending package thrown into its ring last week by the Senate But although Democrats command a 63-35 majority in the lower house, the bill proposed by Democratic Gov. Patrick J.

Lucey and revised by a Democratic conference committee will probably not receive automatic approval. Assembly Speaker Norman Anderson. D-Madison, is optimistic, however. will pass the budget this he said. it takes one day or two days or three days remains to be Anderson's prediction is good news for legislators, whose business will be finished until September with adoption of a budget.

The bill now before the Assembly is an unamendable compromise drafted by a conference committee. State lawmakers must either vote for the bill or knock it down and send it back to the committee for redrafting. Assembly Democrats will caucus get a pretty good notion of where we Anderson said, and then move to take up the bill immediately. The budget ultimately served up to Wisconsin citizens will not necessarily be a twin to the one passed by the legislature. Eeven after legislative approval.

the bill still has to be signed by Lucey, who has the right to line-veto portions of it. In the words of Sen. Henry Dorman. D-Racine. Lucey is a at the art of the line veto, and will perform scalpel-like operation on the bill, eliminating provisions with which he does not Included in the bill are a revised shared tax formula, with an $8 5 million sweetener for communities that lose state aids under the plan; permanent limits on local property tax increases; ceilings on school district cost increases; a four per cent sales tax on cigarettes, and continued operation of state institutions at Mendota, Winnebago, Oregon and Sparta.

Although many lawmakers object to some of the provisions, most notably the school and tax limits, Anderson says its compares favorably with past budgets. have never seen a budget in my 19 years in the legislature that people were happy he said. budget is a compromise of all kinds of conflicting ideas and I think this budget is no City Collects $10,000 In Room Tax Since April By RICHARD MIAL Tribune Staff Writer A 3 per cent tax on city motel rooms has generated about $10,000 in revenue since it went into effect April 1, a convention bureau official said Monday. Peter J. In fact, if your home is air condiioned, TRU-FOAM insulation may actually save you more on reduced cooling bills than you save on heating.

Sure, any insulation will help you cool for less, but to really do the job right you need TRU-FOAM, the revolutionary insulation that's injected into your walls as a foam that looks like shaving cream. It sets up in minutes to form a permanent barrier to hot and cold. It's non-combustible and won't give off toxic fumes in a fire. TRU-FOAM flows into every nook and cranny. It eliminates living space for rodents and insects and cuts down on drafts.

So if home cooling costs are getting out of hand don't just insulate: foam your home, and cool it all summer. For a free estimate. Call 11 ill 782-1525 CLIP A MAIL TO RU-FOAM INSULATION DIV. OF MIDWEST GAS COMPANY 9 NO. THIRD LA CROSSE, WIS.

The La Crosse Common Council approved the room tax in March. Of the money collected, 10 per cent goes for administration of the tax, and 45 per cent each goes to the city general fund and the convention bureau. Chapman told the commission federal aid to hire a convention coordinator is no longer expected. The bureau had hoped to re ceive funding under the Compre hensive Education and Training Act.

The commission will present a budget of about $33,000 to the Common Council Aug 14, Chapman said. At that time, exact proceeds from the room tax will be known, he added Among the upcoming conventions in the La Crosse area are the Elks Club Fall Conference, Sept. 5-7, with an estimated 600 delegates and the Wisconsin Credit Union League Sept. 19-20. with an estimated 2,400 persons involved.
