Nature Study Jnirtimg World Sunday, lune 30, 1963 Those Old Justices Supreme court justices, like the more venerable popes, highest dignitaries of the Catholic church, are forever growing old. if they aren't already old when they assume their positions. As far as the justices are especially those now occupying the highest bench in the United States, there are a good many who think this characteristic is a good thing. Right now, theer is a vast number of people who think Chief Justice Earl Warren is a lot more ambitious than he should be. He is primarily responsible for the imfamous school integration decision which upset prior rulings of many years' standing that equal rights could be given without integration.

It was merely a question of giving Negroes equal facilities. Few thought then that the Negroes considered themselves so inferior that they would think they were being deprived of equality merely by not mixing socially with white people. Warren is 72 years old and the government provides that everyone eligible for social security or other retirement pay. retire hen lie is 63. Associate Justice Hugo L. Black, at 77. is the oldest man on the supreme bench and senior in service. Reportedly, he has no plans to quit. Black and Douglas, once close friends, have been feuding recently.

It is known that President Kennedy would like for some of these men to step aside now so he could put in men who would carry on his socialist ideology for a long time, but the justices have strong opinions of their own and are not ready to relinquish their duties of enunciating what President Kennedy has described as laws of the If the present justices will stay in until after the 1964 election, if President Kennedy is defeated and a man who believes in the principles of democracy is elected and if the older justices will then relinquish their duties the people in this country who believe in constitutional government and freedom of the people will have a more hopeful outlook.

But, this man also believes that the 14th amendment has been violated and integration is a matter for each State to handle. 1 will agree to this and will support him on this stand. The shameful stench in Washington caused by years of Liberal hanky-panky and Kennedy and the New Frontier, must I fumigated. When Mr. Goldwater reaches Washington as the next president, he will indeed be a Gardenia in a garbage can.

HOLLOMAN Two-Party System Monroe, La. The proposed Negro March on Washington in August to force the hand of Congress places President Kennedy very painfully on the horns of a dilemma. If 100.000 Negroes picket the Capitol and sit-in on the cold marble floors of its corridors, the possibilities of rights legislation will probably go out the window. Many Congressmen who feel that such legislation is necessary and warranted win not tolerate this kind of pressure tactics. They will certainly not vote for cloture if Negro leaders attempt to put a pistol to the head of Congress.

On the other hand, if no legislation is enacted, Mr, Kennedy can kiss away his chances for reelection. The tension and rioting that have been on the increase election. The President will either have to condone it or send troops to major cities north and south of the Mason Dixon Line. This would lose him votes by the millions.

You never read of attacks on those foundations by the "liberals." A few of the tax free, soft- on-socialism organizations which gravely influence our leaders are The Foreign Policy Association, which been cited by at least two Grand Juries as finding that it presented subversive materials in the schools, for one charge; the American Association for the United Nations, which disseminate propaganda favorable to world government; the Council of Foreign Relations, headed by the Rockefeller Ford Carnegie combine, the organization termed invisible government of the and whose domestic and international machinations are too vast for inclusion here, the National Education Association, exponent of federal aid to schools, which $10,839 lobbying before Con- in the first three months of 1962 There are many more, all with interlocking goals. This is only natural, since voters arc motivated more by emotions than by intellect.

There is little doubt that Mr. Goldwater would carry the Fifth District handily. Lifelong Democrats would troop to the polls and, like they have for 20 or more years, cast their ballots for Sen. Goldwater, whom many call a "Mr. cast from the same mold as the late Sen.

Bob Taft. Yet most of these same Democrats would sooner give up their right to vote than become Republicans. This strange bit of political schizophrania is, up to a point, understandable. After all, Great-Granddaddy was a Democrat, so why should 1 change? As registered Republicans. they woold be "dis-en- from voting in Democratic primaries.

And they would be forced to support men like Nelson Rockefeller, or a party which sent troops into Little Rock. In many parts of the District. is a dirty name not to I trusted. The reaction of many disenchanted Democrats has been to register Rights a party which may more closely represent Southern conservative views. It should be pointed out, however, that a vote for a Rights or other "splinter-party" candidate in effect is a vote for Kennedy, since it only serves to split up the popular vote.

The growing political vacuum that is being created by the dissatisfaction with the Kennedy Administration in can most effectively be filled by a mass movement into the Republican camp. A healthy two-party system is, 1 submit, the only answer to the blatant usurpation of our rights that has been taking place in recent years. In this state, there is a small but growing army of political pioneers who, by switching over to the Republican side, have kicked the traces of tradition to fight for a Cause they sincerely believe in. These, for the most part, are dedicated people in this battle for a two-party Louisiana, not out of a desire for personal gain, but because they sincerely feel that 1 the people of this state can no longer remain aloof from polities, that maintaining the status quo will ouiy continue the graft and moral decay that has set into Louisiana politics, that old-fashioned, grassroots Republicanism Americanism is the only hope for checking Federal infringement on rights and sweeping clean Louisiana politics at all levels, and that a vigorous two-party system will lead to a healthier, more prosperous Louisiana. Now I would be the first to admit that the Republican party doesn't have all the answers, or that the national party contains certain elements that differ from the Southern viewpoint.

But NO major political party in history has ever represented the beliefs of its EVERY segment. I would venture to say that, a few years hence, there may well be a Southern Wing of the Republican Party, just as we now have Southern Democrats. Honest differences are the American way- But, as a whole, Republicanism MORE NEARLY represents the Southern point of view than does the New Frontierism of the Kennedy Democrats. So why Fifth District conservatives join the Grand Old Party which more nearly stands for what they believe in? Why should we continue to suffer this strange schizophrania that makes most of us sheep in clothing, that causes us to lie in a politically compromising bed with the Kennedies, and be part of a party in which the influence of great conservatives like Harry Byrd is fast giving way to the big-city power politics of Northern Liberal vvardhealers? A strong two-party system in this state would. Make the Democrats in Washington and Baton Rouge stop taking Louisiana voters for granted Promote wider interest and participation in state and local political affairs by transferring (he real elections from the Democratic primaries (which really are mere internal party popularity to the general election arena, where both the personalities AND the issues can be aired and debated, in the true American tradition.

It a well established fact that the main reason for the poor participation by qualified voters in most elections is the archaic and ridiculous one-party system in the South. Provide a check on the "professional who fully rifle the public tax till in Lhat the voters care anyway, by making it possible for the "outs to constantly police and criticize the Create a more competitive political atmosphere in which the most qualified candidates for public office can be sought. Result in elections which more accurately reflect the true views of opposing sides on vital issues. Bring Louisiana out of the political backwoods" and make it a politically mature state that would be more attractive to new industry, and where poker-playing or guitar-strumming public officials who have made Louisi- and the laughing stock of the nation would only be unpleasant memories'. The Republican Party is actually the only organized political party in this state.

The Democrats had to be. Until now, the Democratic Party has functioned largely as a mechanical organization for getting men elected to public office. In effect, we have had a system in Louisiana. We have just had a lot of politicians who wear the label and whose principal aim has been to get into office and stay there. True, there are many good, dedicated Democratic office holders who are interested in serving the people.

Hitler had good Nazis, too. In the coming months, Fifth District Republicans intend to build their organizations, seek qualified candidates, raise funds, conduct primaries and probably start to make some Democrats squirm a little. If you are courageous enough to join our ranks and climb ALL THE WAY onto the Goldwater Bandwagon, welcome. We need you! WE are holding an old-fashioned Independence Day rally and barbecue at Forstythe Park in Monroe next Tuesday night. Come on in, the fine and maybe a little cleaner.

W. G. Smith Acting 5lh District GOP Uhau'uum Rev. Martin Luther King insists that the March on Washington cannot be prevented, no matter what he says or does. And other Negro leaders have argued in the same manner.

But is this tf Mr. King and the leaders of the National Association foi the Advancement of Colored People were to urge their followei to stay home and if the Congress on Racial Equality (CORE) were to add its voice would there be any substantial gathering here in Washington? The question answers itself. Certainly, some of the extremist groups would attempt to capitalize on the responsible behavior of the NAACP and other Negro associations and committees by opposing it. The Communists, who for years have attempted to recruit Negroes by offering a "solution" now taken over by the Black Muslims for a "Negro republic" in the South, will seek to take hold of any possible demonstrations. BUT to MOUNT A massive March on Washington will require the kind of planning and logistical support that onlv the NAACP, the King organization and CORE can provide.

A sober statement by these groups warning that trouble at the Capitol will harm rather than help would automatically cool off some of those now demanding it. And the tedious and necessary business of renting buses, arranging train schedules, finding lodgings, and providing food for ooo demonstrators could not be handled by ad hoc Communist and-or Black Muslim agitators. The concern now felt by the Kennedy Administration has begun to bubble to the surface. Attorney General Robert Kennedy faced the criticism of the Negro leadership when he cautioned them that a march was until Congress had a right to debate the civil rights legislation proposed by the But behind the scenes, the talk is considerably more emphatic. Some of the advisers are, in fact, considerably resentful of the bind in which the Rev.

Mr. King and others have put the Administration. They have always thought of themselves as the best friend and they cannot comprehend why this is not understood. Negro leaders, however, take a somewhat different view. They note that before his election, Mr.

Kennedy had promised flatly that a civil rights hill would be his frst order of busness. Once in office, he insisted that statutes then on the hooks were sufficient to cope with the problem. The turnabout, after the riots in Birmingham and Philadelphia. has not impressed those who believe that he is now acting out of fear rather than from principle. As long as fear seems to be the motivation, the pressure will grow and the demonstrations increase in number and size, no matter what the eventual consequences.

Irritation at the dilemma will achieve little. Strong leadership is required now based on a thorough understanding of the issues, sympathy for all citizens whether black or white who must come to grips with an explosive situation, and a proper regard for law and constitutional principle. A show of the courage which seeks to do the right regardless of political consequences will do more to quiet the country and help it arrive at just solutions than all the pious sentiments and violent non-violent demonstrations.
