Harriman Democratic state chairman to succeed Paul itz patrick of Buffalo Mr itzpatrick announced after election that he would resign as soon as the State Committee elected his suebessor 'Upstate Democratic leaders heard today that Mr Lehman and Mr Roosevelt shortly would pub licly call on Richard Balch of Utica who has been prominently mentioned as Mr suc cessor to step aside' in favor of Mr Harriman This move will come as a com plete surprise and something of a shock to Mr Balch who had de cided to accept the chairmanship after a number of party leaders had urged him to make himself
