10 (AP) President Johnson, a victim of a severe heart attack in 1955, received Wednesday a report from a presidential commission proposing a nationwide attack on the three diseases that are the greatest causes of Americans' deaths: heart disease, cancer and strokes. The commission recommended a system of 60 regional centers where Americans can get the best in diagnosis and care for the three diseases; a network of 450 stations where emergency care, diagnosis and rehabilitation can be provided, and a binding together of the health facilities of communities and universities. The estimated cost for the first five years: nearly $3 billion. 10 (AP) Basilio Rodriguez, a relatively unknown provincial secretary of Fidel Castro's i Party of the Socialist Revolu tion, is Cuba's new labor min ister. Rodriguez was named today as the successor of Augusto Martinez Sanchez, who is under treatment for a bullet wound suffered after he was fired from the cabinet. The appointment seems to mark an end to Castro's past policy of choosing cabinet members from the old circle of dose friends from the days of Sierra Maestra campaigning. Tne prime minister said in recent speeches he intends to reorganize his administration, replacing those who have been failing with proved and experienced men. Rodriguez has been secretary of the United Party in Pinar del Rio province.

Castro in the past has expressed a desire to recruit government officials from the ranks of this party, giving it the same role the Communist party has in the Soviet Union. A communique announced Martinez is improving and 'doctors are satisfied with his pst operative evolution," This was the first report that he had undergone surgery. The government reported Tuesday that Martinez shot himself in the head at 1:05 a.m. that day after being notified of his dismissal for "serious administrative mistakes." Exiled Cuban student sources in Panama challenged the official account of the shooting. They said their information was that somebody else shot Mar tinez after a violent argument at a gathering in the presiden tial palace in Havam last ANNIVERSARY SPECIALS BEEF SHORT RIBS lb.
