The action by a member of Mayor Willy Brandt's city government took Western officials here by surprise. Britain, France and the United States as occupying powers in Berlin regard it as solely their prerogative to protest such incidents to the Communists. The West Berlin government, represented by Horst Korber, made a critical oral statement to Erich Wendt, deputy minister for cultural affairs.

The two men had negotiated the temporary arrangement 'allowing West Berlincrs through the wall to visit relatives in East Berlin. The shooting of Paul Schultz, 18, while he was climbing over the wall to escape had no connection with the pass question. The Russians have since 1949 rejected all Allied protests, saying that the "sovereign" government of East Germany should be addressed in any matter involving a situation in Berlin. The Russians could, upon arrival of the U. S. protest, say that it was redundant since a statement already had been made by the West Berlin government to the East Germans. The Russians have always maintained that this was the "correct" way of handling East-West business in Berlin.

Aren't holidays fun? You bet they are Few things can equal the pleasure of having family and friends with you during the holidays. Of course, all this fun and entertaining means you use extra electricity. All your electric servants work harder. You cook larger meals, use more lights for a longer period, heat more water for baths and dishes. The doors are opened more often, too, so that your electric heating equipment or furnace motor works harder.

As a result, the first electric bill you receive after the holidays may be a little bigger. But, when you think back to those happy days, and how many ways electricity helped you enjoy them, we' believe you'll agree your electric service is still just about the biggest bargain in your family budget.
