PAGE ALTON EVENING TELEGRAPH WEDNESDAY, APRIL 20,1966 Council Rejects Bill Submitted by Golf Consultant The Wood River City Counci Tuesday rejected a $197 bil submitted by Rex McMorris Chicago for fee and traveling expenses to Wood River for an interview on a consultant job to the Belk Park Golf Course project. McMorris asked for paymen of the bill which he submitted for plane fare from Chicago, car expenses from the airport and $50 a day fee for his meet- Ing-with the city about handling a revenue bond proposal for the golf course. William Fisher of Alton was hired to handle the bond business. "I am opposed to paying the bill," Mayor Lucien Ringering told the City Council. "My understanding was that he was coming down for a survey without a fee." The city never negotiated a written agreement for any services from McMorris related to the golf course project, City Manager Virgil Barnett said.

The bill was listed on the council meeting agenda for payment because McMorris called the city several times demanding payment of the $197, the city manager said. Councilman Byron Farrell's motion that the council decline to pay the bill was passed. An amendment by councilman Edward Mollman that the city manager contact McMorris for a breakdown and possible reduced figure on his expenses to Wood River also passed. In other action by the council, first reading was given to a proposed ordinance to annex six acres of land to the city requested by the First Assembly of God Church. The church plans to build a new structure the six-acre tract which is ocated adjacent to the Bethalto water plant on N.

The council gave first read- ng to an ordinance which abol- shes the Water Deposit Capi- al Fund of the city and permits transfer of $6,166.32 to the fund and $6,166.32 to he water fund. A proposed ordinance chang' ng the zoning classification where the new Quick Shop is ocated on Wood River avenue rom a "Neighborhood Business" to "Light Commercial." The change was made to per mit operation of a self-service laundry in the building. East Alton Employes Will Get Pay Increase A flat $15 a month salary increase for all employes was approved Tuesday night by the East Alton Village Board of Trustees. The only persons not receiving the increase were the mayor, the trustees, and several appointed specialists.

Last night's increases matched the raises voted for the firemen and policemen at the previous meeting. The salary of Mayor C. A. Vanpreter remained at $312 a month, the trustees at $15 for each meeting they attend, Village Attorney Francis Manning, $150 a month, and Civil Defense Director Charles Gabbert, $100 a month. Street Commissioner Bentley Douglas remains the highest salaried, village employe with a new salary of $580 a month.

Other high ranking salaried employes and their new amounts include Mrs. Margaret Pruitt, treasurer and sister of the mayor, $515 a month, plus the same 2 per cent of the village's motor fuel tax funds; Police Chief Harold Rigglns, $565; Fire Chief Cecil McGowan, $515; and Water Commissioner Wilbur Largen, $565. Previous across the board in creases for the firemen and policemen brought their starting monthly salary to $440 a month. The new salary ordinanace was approved on first, second and third readings and the increases will become effective May 1. Trustee Robert Link served as mayor in Vanpreter's ab sence.
