London (AP) Western diplomats have been speculating on chances that Russia and China may separately be urging North Vietnam toward a peace settlement ever since President Nikolai V.

Podgorny visited Hanoi and Henry A. Kissinger visited Peking last month. But these officials representing countries with missions in Moscow, Peking and Hanoi, reported Thursday they have seen absolutely no evidence to suggest that the Russians or Chinese in fact are exercising any effective pressures on North Vietnam. In the one sector where Moscow and Peking could reinforce any advcie in favor of a settlement in the supply of arms and other military aid there has been no sign of a cutoff of aid. And these Western authorities said they doubt very much if the competing Russians and Chinese would expose themselves to charges of betraying Hanoi by seeming to turn on them so soon before the resumption of the Paris peace talks next week.

China may buy U.S.. airplanes Washington (AP) The United States and mainland China may ring up a total of $200 million in trade during 1972, highlighted by a proposed $150-million deal for Boeing 707 jet aircraft. The Commerce Department Wednesday announced that an export license has been issued for the Boeing jets, destined for civilian-airline use by the People's Republic of China. Boeing officials have been negotiating for months with the Chinese government for the sale, spokesmen said. The Commerce Department said it did not require contracts in hand before issuing a license.

Boeing Co. officials say they are optimistic the sale will go through rapidly since they now have official approval. American officials estimate Chinese sales to the United NAME ADDRESS CITY STATE ZIP: PHONE system being developed by two faculty rfJembers in the Dept. of Administrative Sciences at Southern Illinois University in Carbondale. Medical manpower received a $67,035 grant.

The health information system, which is being developed by David Lipp and Robert S. Bussom, will be funded for slightly more than $18,000. The medical manpower program, to run for a year, will include organizing a consortium, compiling and analyzing data, devising methods for forecasting future needs and production potential, developing a financing mechanism for a consortium's continued operation beyond the funded development period and developing an operational plan for a coordinate manpower training program. Hie Lipp Bussom project calls for the development of alternative models of regional health information systems. It will design a model to aid communities in arriving at health decisions.

Other area projects to be funded by the grant include: A stroke rehabilitation project to be organized in Johnson, Polk, Hardin and Massac counties. Submitted by the Quadri-County Health it will be funded for $10,500. A health service education project for high school students to provide information and training in health careers in Alexander and Pulaski Counties. It is budgeted for $14,700. The proposal was submitted by the Egyptian Community Unit Districts 3 5 and the Meridian School District No.

101. I Chinese embassies here declined formal comment on a report that their governments have been pressing Hanoi to end the war soon. Speaking privately, one Russian official said any authoritative statement relating to Soviet policy on Vietnam; would not be made in London but in Moscow. A source close to the Chinese Embassy said: "No member of the Chinese mission could conceivably discuss Peking's dealings with Hanoi in this way." During his mission to Moscow, President Nixon devoted hours of his time to discussing with Soviet leaders ways of ending the Vietnam war. It became everyone's secret that he sought Soviet help toward that goal.

In the wake of Nixon's visit, Podgorny journeyd to Hanoi where, by the accounts of Western diplomats, he had a lukewarm reception. Western authorities still are unsure if this was due to Hanoi's resentment against the Russians for permitting the summit talks to take place at a time when U.S. bombing was going on and U.S. mining of North Vietnamese ports was taking place. That could have been a factor.

Another factor could have been Hanoi's hostility to the advice Podgorny was offering. China, meantime, has been reported sending new contingents of engineers and roadmenders into North Vietnam to repair bomb damage. Water plot suspects in Havana Chicago (AP) A Circuit Court judge has received a letter from a woman who says two young men charged with plotting to poison Chicago's water supply are in jail in Havana. The letter received Wednesday by Judge Robert J. Sulski says her son, a pilot with the Jamaica Air Taxi Service headquartered in Montego, was forced at gunpoint to fly the two men to Cuba March 21.

Hie letter was signed by Constance Willard of Delray Beach, Fla. She offered the judge transcripts of a taped conversation with her son, Marshall Greene. She said she visited her son in Jamaica recently to tape the experiences for possible use in a book. In a telephone interview, Miss Willard said her son was allowed to leave Cuba in early April but that Allan C. Schwandner, 19, and Steven Pera, 18, were imprisoned in Havana on charges of airplane hijacking.

The two youths had jumped bail in Chicago March 29 and were being sought by authorities. il Your Order Now With 50c To: fn nnniiiwM rui A IB DM 710 N. Illinois Carbondale, Illinois 62901 States this year will be between $40 million and $50 million..
