in plans for the two Ellicott District state aided housing projects Managing Director Robert Sipi prell of the Municipal Housing Au thority explained that preliminary plans for one site called for leaving a portion of the first floor open to provide a sheltered court It was later decided to enclose these and use the space for dwell ing units Such a change he said would add 24 dwelling units in the site project bounded by Eagle Pine South Division and the rear line of properties fronting on Michigan Commissioner Crucian Messina opposed the change arguing that these enclosed shelters would be of great benefit to the residents The other eight commission mem bers voted in although in doing so they altered previous re strictions on the buildings At the insistence of the com mission the MHA changed its plans for 13 story buildings to seven stories and one for serv ices The change today will Dut some living quarters on the first floor and thereby make eight living floors A similar change
