Two District Men Win Guggenheim Fellowships Dr. Smith, Dr. Frazier Are Included Among 73 Recipients Dr. Robert Chester Smith, and Dr. E.

Franklin Frazier, both of Washington, are included among the 73 recipients of Guggenheim fellowships announced today by the John Simon Guggenheim Memorial Foundation. The foundation, which was established in 1925 by former Senator and Mrs. Simon Guggenheim, as a memorial to a son, to assist research and creative work by scholars and artists, provides $165,000 for selected fellows this year. Since its establishment the foundation has granted 913 fellowships and $2,082.000. Dr.

Smith, who is the assistant director of the Hispanic Foundation at the Library of Congress, was granted a fellowship to permit the preparation of a history of the fine arts in Brazil from pre-Columbian times to the present day. Will Leave in Fall. Dr. Smith said today that he probably would leave for Brazil some time this fall to carry on the work he began on previous trips. Dr.

Smith, who is 28, lives at 1661 Crescent place N.W., and holds A. M. and Ph. D. degrees from Harvard.

E. FRANKLIN FRAZIER. in the West Indies and Brazil, Frazier plans to do research in the West Indies beginning some time this fall. Dr. Frazier is professor of sociology at Howard University, and is the author of Negro Family in the United Negro Family in Free Negro and many articles.

Studied in Denmark. Dr. Frazier lives at 220 Rhode Island avenue N.W., and has been at Howard University since 1934. He holds the A. B.

degree from Howard University, the A. M. from Clark University of Worcester. and the Ph.D. from the University of Chicago.

In 1921 he was awarded a fellowship of the AmericanScandinavian Foundation for study in Denmark. War in Europe and the Far East have caused the fellows selected to confine their work to the Western Hemisphere this year. Twelve are to go to Latin America, and the remainder will work in the United States and Canada. Six Canadians, appointed under a recent extension of the fellowships to Canada, will work in the United States. Awards made included fellowships to musicians, novelists, poets, scientists, botanists, architects, dramatists and many other classes of scholars and artists.

Their average age is 37, and the usual stipend to each is $2,500 for a year. The 73 fellows chosen were selected from more than 1,700 applicants because of their promise of adding to the scholarly and artistic achievements.
