ROPE AWAITS GANG, New Orleans Neapolitan Quarter Aroused by Kidnaping of Child for Ransom. SPECIAL TO THE PITTSBURGH POST. NEW ORLEANS, June 14.

Indignation ever the "Black Hand" threats and outrages culminating In the kidnaping of the child of Walter Lamana Saturday night, and the threat to kill him unless the father would give the kidnapers $6,000, has crown steadily stronger since the mass meeting of Wednesday The Italian quarter Is In a fever of excitement over the case. How strong is the feeling is evidenced by the fact that the clue was furnished by Mrs. Cusimano, keeper of a small Italian grocery, who told the police that her own son was one of the "Black Hand" and had been the man to drive off with the Lamana child, and her other son expressed a willingness to join in a lynching if his brother is guilty of the crime. Band Terrorizes Community. The determination (hown and the vigorous action taken will.

It is believed, not only recover the child, if he is still alive, but crush out the "Black Hand" society in New Orleans, which, it now develops, has been operating actively among the Italians for some months, collecting blackmail by threats of murder, kidnaping, arson, etc. These facts have come out only since Lamana had the courage to carry the "Black Hand" letter demanding ransom for the child to the police, instead Of je.OOO to the kidnapers. Italians Pursue Countrymen. The Italians haye been prompt in furnishing evidence and it Is due to their action that it has finally been possible to run to earth the leaders of the "Black Hand" and to learn who are the kidnapers or probably murderers of the child. After the mass meeting visits were paid to a number of Italian tenement houses, where persons under suspicion lived, but this created such a panic among the Italians and rendered a mob outbreak of violence so probable that the visits have been abandoned.

Since then the Italian committee has been almost constantly in session, following up tbe threads of evidence. Eight supposed members of the "Black Hand" have been arrested. WOMAN EQUAL IN LAW. Physical Difference From Man Only Sentimental, Says Judge, BT ASSOCIATED PRESS. ALBANY.

N. June 14. The court of appeals to-day sustained the Judgment of the court below in declaring unconstitutional the section of the penal code penalizing violations of the factory law, with regard to hours of women's labor in factories. The opinion by Judge Gray says In Dart: In this section of the labor law it will he observed that women are classed with minors under the age of 18 years, for which there is no reason. In the gradual course of legislation uKn the rights of a woman in this State she has come to possess all the responsibilities of the man and she I entitled to be placed on an O'tality of rights with the man.

Considerations of her physical differences are tentinif ntal and find no proper place" In the discussion of the constitutionality of the act.".
